    About the Department

    The City of San Jose’s Department of Planning, Building, and Code Enforcement (PBCE) serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:
    • Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities.
    • Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements.
    • Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods.
    This City’s Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City. The goal is to ensure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California’s current building codes and laws.

    Position Duties

    The Division is seeking applicants for the Accessory Dwelling Units “ADU” Ally (Analyst I/II) classification in the Development Services Permit Center within the Building Division.

    Salary range(s) for the Analyst I/II classification are:
    • Analyst I: $88,954.32 - $108,108.00
    • Analyst II: $97,078.80 - $117,979.68

    This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

    This is a full-time position and is responsible to support the ADU permitting program. The ADU Ally will serve as the City’s point of contact to assist and guide customers and owners with their ADU projects, promote the ADU program and outreach to residents, provide information and facilitate with other stakeholders though the ADU permit application, plan review and inspection during construction processes.

    The Building Division is divided into the following four sections:
    • Permit Center : Plan intake and routing to plan review and Development Services Partners, over the counter permit processing, permit issuance, addressing, assistance desk/public information, ADU Ally, and Small Business Ally.
    • Plan Review : Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review.
    • Inspection : Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws.
    • Support Services : Development Services call center, document imaging, records requests, and general support for the building division.

    The Accessory Dwelling Unit Ally Program focuses on working with Development Services staff to deliver individual projects that (1) meet project review cycle times, (2) ensure consistency, (3) increase predictability, (4) resolve issues across technical disciplines, (5) eliminate service gaps and overlaps, and (6) ensure a positive customer experience.

    The Accessory Dwelling Unit Ally is the point of contact to assist and guide owners and applicants as they go through City permitting and inspection processes. This position reports to the Building Development services Permit Center Division Manager and supports the program efforts of working collaboratively with other stakeholders in the City of San José.

    The Division is committed to developing, maintaining, and continually improving the quality of services and the customer experience with the goals mentioned above and the successful applicant will recognize and value these goals and qualities while striving to achieve the objectives and tasks of the classification as listed below.

    Duties and Responsibilities include but are not limited to:
    • Serve as one of two city points of contact dedicated to helping residents and guiding them through the ADU project permitting and inspection processes.
    • Handle a high volume of phone call and email inquiries, and direct customers to appropriate department representatives.
    • Assist ADU customers at the permit counter on a walk-in and/or appointment basis
    • Track progress of categorized ADU projects through development review process
    • Provide initial process consultation to ADU customers
    • Assist customers with navigating through the ADU website and forms
    • Attend weekly ADU plan review meetings
    • Coordinate with Development Service partners as needed to ensure up to date information on rules/regulations/process are provided to ADU customers
    • Contribute to the maintenance and accuracy of the ADU website and handouts as necessary
    • Collaborate with external partners as needed and present the program as required
    • Assist with ADU processing, addressing and permit issuance as needed.
    • Maintain the ADU dashboard and analyze results for process improvement goals


    Minimum Qualifications

    Education and Experience

    Analyst I
    A Bachelor's Degree from an accredited college or university.

    Analyst II
    A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    Communication Skills: Effectively convey information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills; displays openness to all ideas and thoughts.

    Selection Process:
