    HEALTH AND HUMAN SERVICES AGENCY
    The El Dorado County Health and Human Services Agency is committed to transforming lives and improving futures for the citizens of El Dorado County. Their programs and services include: Behavioral Health, Public Health, Community and Social Services.     PUBLIC HEALTH
    The El Dorado County Public Health Division aims to promote, protect, and assure conditions for optimal health for our community through disease prevention and management programs, education on healthy living, emergency preparedness, and program implementation. By providing these services and resources, we can protect the health of you, your family, and our community. We have three overarching sections in our division including Clinical Affairs, Community Health and Health Promotion. Clinical Affairs focuses on communicable disease prevention and outbreak response, immunizations and clinic operations, vital statistics and the California Children Services Program. The Community Health section focuses on Maternal, Child and Adolescent Health, Home Visiting services, Public Health Emergency Preparedness, and Lead Poisoning Prevention. The Health Promotion section focuses on Women, Infant, and Children, Oral Health, Supplemental Nutrition Assistance Program Education, and Tobacco Use Prevention. We have about 70 staff that are dedicated to our community.

    THE OPPORTUNITY

    The Health Promotion Section Manager provides direct oversight to several supervisors and indirect oversight to a variety of independent contributors each of whom are accountable for health education and health promotion activities to improve the health and well-being of El Dorado County. The programs included in the Health Promotion Section currently include the Women, Infants, and Children (WIC) Program, Tobacco Use Prevention (TUP) Program, Oral Health Program, Supplemental Nutrition Assistance Program (Snap-ED), and strategic initiatives program, which includes Community Health Assessments, Community Health Improvement Plans, and Continuous Quality Improvement and Performance Management.

    The selected candidate will have the opportunity to:
    • Develop and/or manage and administer assigned program(s) and/or unit(s).
    • Select, train, evaluate, and discipline subordinate staff.
    • Serve as a resource for interpretation of federal and state laws affecting the assigned program(s).
    • Assist in the development of policies and procedures; review and assure proper procedures are in place and followed.
    • Perform analysis and prepare detailed written reports of findings pertaining to the quality and efficiency of services provided within the assigned program(s).
    • Maintain current awareness of changes in laws and regulations pertaining to assigned program(s) and keep subordinate staff informed.
    • Provide professional and technical consultation on complex program matters.
    • Participate in the development and assist with provision of in-service training and staff development programs.
    • Assis t in preparation of budget information related to assigned program(s).
    • Represent the department at community organizations, public gatherings, and meetings.
    • Attend and participate in professional group meetings; stay abreast of new trends and innovations as they relate to the area of assignment.

    IDEAL CANDIDATE
    The ideal candidate has experience in a leadership position in Public Health, is a seasoned expert with grant, budget/ fiscal and program management experience, understanding of public policies and applicable laws, codes, regulations and ordinances, is a strong people leader with experience leading teams and all aspects of personnel management (recruiting, hiring, onboarding, training, supporting, coaching, performance improvement, evaluations), has subject matter expertise in health education, health promotion, and strategic initiatives like Community Health Assessments, Community Health Improvement Plans, Continuous Quality Improvement, and stakeholder engagement.

    A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience.

    Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in public administration, business administration, or a field related to the program(s) to which assigned;

    AND

    Two (2) years of experience providing professional level administrative, financial and management analytical support, or professional level experience in the technical area of the program(s) to which assigned.

    Licenses and Certifications:
    • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

    The County of El Dorado is recruiting applicants for Program Manager. This recruitment will establish a list for the purpose of filling current and future full time, part time, and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
