    Minimum Qualifications
    • Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of related work experience
    • Master’s degree may substitute for experience up to one (1) year
    • PhD may substitute for experience up to two (2) years


    Responsibilities - Supervisor and/or Leadership Exercised:
    Responsible for the full range of supervisory activities including selection, training, evaluation, and recommendation for dismissal.

    The Energy Market Supervisor oversees, under minimal direction, energy market activity and operations of Austin Energy QSE . The Supervisor also represents Austin Energy and the City of Austin to ERCOT , generation partners, resource owners, marketers and other industry counterparties. The supervisor is also responsible for training of Real Time Desk staff, and ensuring compliance with ERCOT and NERC protocols. Also serves as liaison between consultants, manufacturers, contractors, suppliers and the City of Austin with respect to energy market operations.

    This is position is categorized as essential personnel with the City of Austin. Essential staff are required to work during emergencies or bad weather if they are scheduled to work and in some cases when they are not scheduled. Essential employees ensure the continuance of key operations for the City of Austin. Employee may be required to work additional hours outside of regular work schedule.

    ERCOT
    This position requires the use of an ERCOT Digital Certificate ( EDC ) and therefore will require a Security Review to determine if the candidate meets all the requirements for issuance of the EDC .

    • Experience with generation resource test scheduling and reporting
    • Experience preparing for and participating in Compliance Audits

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


    Supervise staff and functions that may include wholesale energy marketing and dispatching, energy market systems development and implementation, wholesale market analysis, and energy risk management. Supervise Qualified Scheduling Entity ( QSE ) trading and operations functions, including day-ahead, real-time and forward market activities. Supervise staff participation in proposed ERCOT market design, rule making changes and the development process. Ensure compliance with ERCOT and NERC protocols and guides, and other applicable regulations. Serve as representative of Austin Energy and the City of Austin to ERCOT , generation partners, resource owners, energy marketers, and energy industry counterparties. Develop and implement policies, processes, procedures and tools to support wholesale market operations. Monitor and engage in wholesale market activities, including fuel purchasing and power marketing, analyze QSE bid/offer practices, fuel price forecasts, and market trends, to minimize costs, maximize asset and resource value, and meet the operational needs of our resources. Implement and evaluate programs such as generation dispatch and generation management systems, wholesale energy market analysis, energy risk management, fuel procurement, and power marketing. Develop electric system generation simulations and production costing models. Evaluate the economics of projects related to renewable energy conservation and other projects. Develop technical specifications and standards, and review, analyze, and interpret plans, specifications, and other related documents. Manage and negotiate contracts, review progress reports, verify final quantities and costs, review change orders and audit as-built records. Serve as liaison between consultants, contractors, manufacturers, suppliers, and the City of Austin with respect to energy market operations.

    • Knowledge of supervisory and management techniques.
    • Knowledge of ERCOT and NERC operating protocols and guidelines.
    • Knowledge of power plant and transmission system dispatch operations, and power and fuel markets.
    • Knowledge of energy risk management practices.
    • Skill in the use, development or support of software and equipment used to manage energy market operations.
    • Skill in effective oral and written communication.
    • Skill in analyzing data and the use of analytical software.
    • Ability to lead, train and supervise subordinates.
    • Ability to work independently and in teams.
