    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     Los Angeles County Public Works is seeking qualified candidates to fill emergency Flood Control Construction Supervisor vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Flood Control Construction Supervisor.

    Essential Job Functions

    • Plans, schedules, lays out and inspects work of crews performing operations, inspection, construction, maintenance, or repair work on channels, dams, debris basins, reservoirs, storm drains, spreading grounds sea water intrusion barriers, pump plants, gauging stations, access roads, grounds and buildings.
    • Supervises the maintenance of dams, and the operation and maintenance of spreading grounds, debris basins, recharge wells, reservoirs, pump plants, sea water intrusion barriers, and other flood control/water conservation facilities.
    • Prepares daily crew assignments, labor and equipment usage, and other daily cost records, establishes job deadlines, maintains logs on projects in progress, and prepares reports.
    • Utilizes computer hardware and software applications in order to access applicable automated systems utilized for accounting, purchasing, and maintenance management; perform word processing, job scheduling, cost estimating and comparison, and information gathering.
    • Initiates and maintains Best Management Practices (BMP) for pollution control and environmental and habitat protection purposes.
    • Trains and supervises new employees in the safe and proper use of tools and equipment and inspects work projects in progress for compliance with construction safety orders and the observance of safety rules and regulations by the work crews.
    • Drives an assigned County vehicle to and from various work locations and responds to after hour emergencies within their geographically designated area of the County.
    • Meets with the public, utility companies, and other agencies regarding complaints and force account activities.
    • Function in the capacity of the Division Safety Coordinator, Equipment Coordinator or head of plans and estimating unit with scheduling responsibilities, as needed.


    Requirements

    MINIMUM REQUIREMENTS:

    Two years of experience as a lead worker in the capacity of overseeing and working with a crew in the construction, maintenance or repair of flood control or water conservation structures and facilities at the level of Public Works Crew Leader * or higher.

    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    SPECIAL REQUIREMENTS:
    *Experience at the level of Public Works Crew Leader in the service of the County of Los Angeles is defined as: applicants who oversee and participate in the work of a crew of workers engaged in the inspection, repair, construction, and maintenance of: 1) Flood Control and Water Conservation facilities or 2) County and contract city roads, streets and bicycle trails; or 3) County maintained sewer systems.

    LICENSE:

    A valid California Class C Driver License is required to perform job-related essential functions.

    Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor and Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted or revoked.

    PHYSICAL CLASS:

    Physical Class III - Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.
