    The Position

    OPEN/PROMOTIONAL EXAMINATION - SIX MONTHS PROBATION PERIOD
    NOTE: Employees may receive $800/month for afterhours standby coverage and an additional 8.5%-14.5% of base pay for higher water licensing

    The classification in this occupational series performs a wide range of duties in the operation and maintenance of wells, pumps, treatment plants, disinfection equipment, pressure regulating facilities, storage reservoirs and tanks in the water and recycled water systems. This is the journey-level classification in the Water Facilities Operator series

    Essential functions of the job include, but are not limited to, the following:
    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Takes water samples and performs basic field water quality analyses; adjusts chemical feed equipment when necessary.

    Operates water treatment plants. Controls and regulates flow of water through the treatment plants; regulates amount of chemicals used within established parameters; calculates dosages; performs backwashing.

    Starts, stops and checks well pumps, booster pumps and other auxiliary equipment for proper operation; takes readings from charts and instruments, interprets readings and checks water levels to determine if pumps are operating properly; checks security of reservoirs and pumping stations; cleans, sweeps, dusts and mops treatment, storage and pumping facilities.

    Assists with and may supervise the handling of bulk chemicals such as chlorine gas, sodium hypochlorite, aqueous and gaseous ammonia, and other chemicals.

    Maintains operational record of readings made at pumping facilities, treatment plants, reservoirs, tanks, pressure regulating facilities, wells and booster stations.

    Uses computer-based Supervisory Control and Data Acquisition System (SCADA) and analyzes data and alarms for proper operation of the water distribution system. Make adjustments to system operations using SCADA and using various local human machine interfaces at the facilities.

    Learns and implements safety rules, regulations, and emergency procedures.

    Performs maintenance on mechanical equipment. Supervises maintenance on equipment by outside contractors. Assists with inspection of equipment installation and replacement.

    Identifies water demands on the water system and schedule deliveries from the various sources to meet customer demand, water quality objectives and other operational needs.

    May be required to participate in related departmental l training efforts based on operational necessity. Experience and qualifications gained in this training may apply towards promotional opportunities and transfers.

    Drives on City business.

    Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner.

    Performs other related duties as assigned or as the situation requires.

    At times, may act as lead distribution and/or treatment operator on a given shift.

    Minimum Requirements

    Experience
    Four years of experience in the maintenance, construction or operation of a water utility system.

    Education/Training
    Graduation from high school or attainment of GED or CHSPE certificate.

    License(s)/Certification(s)
    Valid Class C California driver's license. Hazardous Materials Endorsement is required prior to the completion of the probationary period.
    Grade II California State Water Resources Control Board Water Treatment Operator Certificate.
    Grade III California State Water Resources Control Board Water Distribution Operator Certificate.

    Knowledge, Skills & Abilities
    Knowledge of:

    Applicable safety rules, practices and procedures relative to chlorine and other water industry chemicals.
    Operation of water treatment, storage, regulating, and pumping facilities.
    State and Federal drinking water quality standards and its application to a water utility system.

    Skill in:
    Communication and interpersonal skills as applied to interaction with co-workers, supervisors, contractors, and the general public to effectively exchange or convey information.
    Making independent judgments and decisions based on standard policy or procedure.
    Using computers and related software applications.

    Ability to:
    Provide exceptional customer service to all employees and vendors.
    Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
    Establish and maintain smooth working relationships and resolve interpersonal conflicts.
    Foster a teamwork environment.
    Model and practice the highest standards of ethical conduct.
    Perform basic water quality analysis procedures.
    Perform mechanical maintenance on water utility equipment.
    Provide clear work instruction.
    Read, write, communicate effectively and comprehend directions in English.
    Safely move 150 lb. chlorine cylinders and other bulk chemicals.

    Willingness to:

    Assume responsibility for maintaining a safe working environment.
    Stay current and up-to-date with water quality issues.
    Work after hours, weekends, and holidays, standby assignments on a rotational basis and remotely monitor facility operations and respond to alarms both in person and remotely.
    Work alternative schedules including weekend assignments.
    Work the necessary hours and times to accomplish goals, objectives, and required tasks.

    Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    An equivalent combination of experience, education and/or training may be considered as a substitute for the listed minimum requirements.

    Selection Process

    To evaluate the applicant's experience, education, and general background for the position.

    Candidates must pass the exam with a minimum score of 70.00% in order to be placed on the eligible list.

Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
