    Duties may include, but are not limited to, the following:
    - Enforce parking regulations under the California Vehicle Code and Fresno Municipal Code.
    - Issue citations and warnings for parking violations.
    - Assist the public by answering questions about parking rules, citations, and local ordinances.
    - Patrol designated areas, including before street-sweeping times, to monitor parking.
    - Report faulty parking meters and facilities in need of repair.
    - Immobilize vehicles as authorized by law and verify tow-away signs for compliance.
    - Respond to customer inquiries and resolve service issues related to parking.
    - Document and report violations, accidents, abandoned vehicles, and potential hazards.
    - Performs other related duties as assigned.

    Incumbents in the entry level class of Parking Enforcement Officer I are expected to progress with appropriate training, experience and satisfactory performance to the journey level class, Parking Enforcement Officer II.

    *PLEASE NOTE: This recruitment may be utilized to fill both permanent full-time and permanent part-time positions. Please indicate your interest in full-time and/or part-time in the employment application. Permanent part-time employees may transfer to a full-time position as vacancies become available consistent with current regulations. The salary range posted in this bulletin represents the salary range for the full-time position. The permanent part-time position compensation will be based on the number of hours worked. Permanent Part-Time (PPT) employees are assigned shifts at a minimum of eight (8) hours, totaling to sixty-four (64) hours per pay period.

    Duties and schedules may vary by assignment, please inquire about specific duties and/or schedules if called upon for an interview. Incumbents may be required to work any shift; nights, weekends, and holidays as needed.

    Two (2) full-time and one (1) permanent part-time vacancies currently exist in the Parking Division of the Planning and Development Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

    Pay,Benefits, & Work Schedule

    BENEFITS: UNIT 3 Classification - The Fresno City Employees Association, Inc. (FCEA)
    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
    VACATION LEAVE: Accrue 8 - 14.66 hours per month based on years of service.
    SICK LEAVE: Eight (8) hours per month, available after 90 days
    SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
    HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
    SHORT TERM DISABILITY: Provided through California SDI program.
    BILINGUAL PREMIUM: PAY: $100 per month
    HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    Permanent Part-Time (PPT) employees will participate in the City's Health and Welfare plan choosing between a contribution or a non-contribution plan, some positions may be eligible for an opt-out option. Pursuant to Fresno City Charter section 1100, Permanent Part-Time employees do not participate in the City's Retirement System. However, if a successful PPT candidate has previously participated in either of the City's Retirement Systems (Fire & Police Retirement Systems of City or Employees Retirement System) and are still an active or retired member, they will be required to participate in the retirement system pursuant to applicable Fresno Municipal Code sections 3-334 or 3-543 and may need reinstatement approval by the Retirement Board.     The Requirements

    Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

    High School Diploma or GED equivalent;

    AND

    One (1) year of experience involving public contact and the enforcement of policies, rules, or regulations.

    The work experience section MUST be completed with detailed duties, dates and weekly hours worked for each title held. Please SPECIFY THE PUBLIC CONTACT AND ENFORCEMENT DUTIES with which you have experience.     Possession and continued maintenance of a valid California Driver's License is required at time of appointment and during the entire term of employment in this class.     The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

    Selection Process

    The examination process may consist of the following:

    WRITTEN EXAMINATION-100%: A job-related written examination may be conducted online to assess a candidate's knowledge which may include, but is not limited to, the following areas: interpersonal skills, public contact, basic arithmetic, reading comprehension, technology usage, traffic laws, and/or other job-related items.

    Candidates must achieve a passing score to qualify for the eligible list.

    The examination has been tentatively scheduled for the week of January 20th, 2025.

    Veteran Preference Regulations

    Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
