    The Position

    The Buyer I/II is responsible for purchasing and arranging for the purchase and procurement of a variety of materials, supplies, equipment and services required by the County of Napa, and to provide technical staff assistance in related activities of the purchasing functions of the County. A Buyer performs the full range of routine purchasing activities including procurement of services, supplies, equipment and materials using informal and formal bids. Additionally, this position performs the full range of routine and hands-on warehouse activities for a MRO warehouse, including ordering, stocking, maintaining inventory levels, and fulfilling orders.

    The ideal candidate is a self-starter, has the ability to work independently while making sound business decisions utilizing critical thinking skills, has a good work ethic, and is well versed in warehouse operations, including hands-on operations within a MRO warehouse ordering, stocking, maintaining inventory, and fulfilling orders; and government purchasing.

    The Buyer I/II position is a confidential classification which qualifies for confidential pay of $300 per month.

    Scheduled salary increases and Winter Time Off (WTO):

    • 3.5% COLA increase effective 7/01/25
    • 3.5% COLA increase effective 7/01/26
    • 32.0 hours of paid Winter Time Off (WTO)
    POSITION REQUIREMENTS:

    Experience and Education:To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

    Buyer I - Confidential ($ 34.99 - $ 41.57 Hourly)

    Experience: Three years of significant, directly related and progressively responsible experience in financial record keeping work; or one year's experience maintaining inventory control records, receiving, storing, issuing supplies and/or purchasing.
    Education: Equivalent to completion of the twelfth grade. Two years of college coursework is desirable
    License or Certificate*: Possession of a valid California Driver's License.

    Buyer II - Confidential ($ 37.87 - $ 44.95 Hourly)

    Experience: Two years of purchasing experience to include buying, receiving, storing and issuing supplies and/or maintaining inventory control records. Some experience working in a governmental agency is desired.
    Education: Two years college completion with coursework in purchasing or business administration. A Bachelor's or higher de gree in Business Administration is highly desired.
    License or Certificate*: Possession of a valid California Driver's License.
    Purchasing Certification is desired, with preference for CPPB or CPPO.

    *Any license, certification, or registration requirement for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet minimum qualification of this position.

    The list created by this recruitment will be used to fill one current full-time position. The position may be filled at either the Buyer I or Buyer II level, depending on qualifications. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    CONFIDENTIAL EMPLOYEE BENEFITS INFORMATION

    SALARY -
    Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.

    CONFIDENTIAL -
    $300.00 per month confidential pay ($150.00 paid twice monthly). The County contributes a proportionate amount of this pay for employees in less than full-time positions.
