    This recruitment will establish an employment list to fill current and any future vacancies within the Health & Human Services Agency. The anticipated life of the employment list is six months.     Current vacancies are with the Health & Human Services Agency located in Tulare. The anticipated life of the list is six months.

    Spanish bilingual designated positions are entitled to an additional $.63 (cents) per hour. A Spanish proficiency exam will be required. Applicants must be fluent in the ability to read, write and speak in the Spanish language as well as in English.

    Typical Duties

    Explain program purpose, rules and regulations to applicants and recipient families; interview applicants for CCS benefits to obtain personal, family, insurance and financial data required to determine residential and financial eligibility; determine residential and financial eligibility for CCS benefits by applying program guidelines to information obtained; determine appropriate Medi-Cal program based on the medical condition of patient; ensure compliance with standards and regulations; acts as a liaison on behalf of patient families when attaining authorizations with the State CCS or nurse case manager; consult with providers to evaluate the cost of medical care; review case files with hospitals, pharmacies, and vendors; review and coordinate family share of cost; prepare repayment agreements; participate in medical therapy unit conference with providers; follow up with patient and/or patient's family member to assure care is provided; coordinate with providers or vendors to provide medical equipment or services; ensure that services are approved by CCS; follow up with families who fail to keep appointments or fail to comply with CCS guidelines; help arrange and authorize funds for lodging and transportation for out of county medical appointments and treatments; review case files annually for renewal of financial eligibility; work closely with assigned case managers and assist with authorization process; follow up as necessary regarding patient notification and medical record requests; maintain patient and the patient's family contact information; assist with community outreach CCS events; conduct home visits; maintain necessary case records and related files; make referrals to other community agencies; prepare case narratives, memos and correspondence; may function as a lead worker within a clerical unit; attend and participate in program staff meetings; frequent to constant data input; perform related duties as assigned.

    Minimum Qualifications

    Education/Experience: Completion of 30 units of college level study in the health sciences, social sciences or closely related field OR direct and specific program experience may be substituted on a one (1) year of direct/specific experience for one (1) year of college education. Also required is one (1) year of public contact experience in interviewing clients or determining eligibility for services.

    Knowledge of: Math sufficient to calculate financial eligibility; interviewing techniques to obtain or exchange information; correct use of punctuation and grammar in all forms of communications; standard office practices, methods, equipment, and procedures.

    Skill/Ability to: Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes and behaviors of both clients and co-workers; accurately collect, record and evaluate information necessary to establish eligibility; explain, interpret, apply and follow program guidelines, rules and regulations; understand the Medi-Cal programs available to patients based on specific medical conditions; develop and maintain cooperative working relationships with patient families, health providers and other agencies; consolidate the issue of communicating effectively; be a patient and sympathetic listener; organize work and maintain systematic, detailed, and accurate records; retain and recall information; understand and follow oral and written instructions; maintain productivity with frequent interruptions; use patience, tact, judgment and courtesy in dealing with people under various and difficult circumstances; communicate clearly and effectively in all forms of communication by using correct grammar, punctuation and spelling; communicate effectively by being clear and concise with patients and patient family members who are experiencing major life traumas; understand and follow oral and written instructions.; effectively work independently and in a team oriented environment.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of: California Children Services (CCS) program guideline, rules and regulations; basic medical terminology.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
