    Description

    This is a professional planning position responsible for providing a high degree of professional

    administrative and technical support to the Board of Zoning Appeals (BZA) within the Zoning

    and Planning Department as well as administer the Short-Term Rental Ordinance (STR). This

    position performs advanced technical administrative tasks, both individually and as part
    of a team, that enable the department to serve citizens effectively and efficiently. Applicants must be self-motivated, possess an understanding of land use planning and land development processes and design concepts, and exhibit excellent interpersonal relation skills with the ability to convey verbal, written, and graphic communications in a professional manner.

    Hiring Range: $54,308 - $71,115 (Estimated Annual Salary)

    Duties and Responsibilities

    Duties and responsibilities include, but are not limited to:

    • Provide technical assistance to the Board of Zoning Appeals (BZA), BZA Planners, and other elected/appointed bodies as assigned;
    • Processes special exception and variance applications;
    • Maintain case files and manage evidence to file Circuit Court cases;
    • Prepare monthly PowerPoint presentation for BZA Public Hearings;
    • Draft correspondences and documents/reports;
    • Research properties: deeds, plats, and permits;
    • Conduct site visits and post signs related to public hearings;
    • Issue STR permits;
    • Monitor the STR software for compliance with the Ordinance;
    • Provide back up support for the administrative function of the Zoning/Planning Department front desk;
    • Respond to questions, comments and requests from employees, elected and appointed officials, and citizens in a courteous and timely manner;
    • Attend meetings, workshops , and training sessions ;
    • Work in the Emergency Operations Center (EOC), when activated;
    • Attend community and related meetings, which may occur in the evenings and/or on the weekends; and
    • Perform other job-related duties as assigned.


    Minimum Qualifications

    Minimum Education - Bachelor's Degree in Urban or Community Planning, Geography, Public Administration, or related field.

    Minimum Qualifications - Must have 2 years or more of experience in planning, engineering, GIS, computer graphics, or a related field and possess direct administrative knowledge including expertise in Microsoft Excel, Word, Power Point and Outlook software. The selected candidate must possess a valid South Carolina driver’s license indicating a clean DMV record.

    Knowledge, Skills and Abilities

    This position requires a Bachelor’s Degree in Urban or Community Planning, Geography, Public Administration, or related field, supplemented by two years related experience or an equivalent combination of education and training. This position requires the ability to quickly learn the regulations and processes contained in the Zoning and Land Development Regulations Ordinance. Applicants must have an extremely high level of organization and attention to detail. The ideal candidate must be able to work independently with minimal supervision while performing a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive mandatory deadlines. Applicants must be well organized, professional, quick learners, customer service oriented, can communicate effectively with individuals from diverse educational and social-economic backgrounds,demonstrate initiative, and work as a productive member of a larger team. The ideal candidate must possess extremely good communication skills, and should be able to accurately type correspondences, reports and memoranda, and effectively communicate with others both orally and in writing to respond to inquiries from elected and appointed officials, employees, and the public. This position must be available for work in the County’s Emergency Operations Center (EOC) when activated; and be knowledgeable about zoning and planning, federal, state, and local laws, regulations and policies and procedures that are relevant to the work area. Knowledge of deeds, plats, mapping software (Pictometry and GIS systems such as ArcGIS), permitting software (such as Energov), review software (such as Bluebeam), the County tax map system, and FEMA Flood Hazard Base maps is also desired, but not required. All new hires must complete the FEMA Incident Command System (ICS) courses required to work in the Emergency Operations Center within one year of employment.
