Education and/or Equivalent Experience: - Graduation from an accredited high school or equivalent and five (5) years of experience related to construction or drainage maintenance, including three (3) years of heavy equipment operation experience.
- One (1) year of additional related experience may substitute for one (1) year of high school up to a maximum of four (4) years substitution.
Licenses or Certifications: - Valid Commercial Driver’s License ( CDL ). Specific endorsements may be required to be obtained within 120 days of hire.
- Must maintain a good driving record.

The purpose of the
Heavy Equipment Operator Lead position is to provide vital support to PARD systems by leading crew members while performing highly skilled construction and maintenance work involving operating and transporting heavy equipment using commercial fleet equipment.

Preferred Experience: - Experience operating heavy duty equipment, such as motor grader, steel drum roller, skid steer loader, articulating front end loader, backhoe, and farm tractor with attachments.
- Experience forming, pouring, finishing concrete and using concrete and mortar mixers.
- Experience with welding fabrication.
- Experience shooting, establishing, or changing grade.
- Experience leading/supervising crew members.
Preferred Skills: - Basic proficiency with technology including using Microsoft Office Outlook, Word, and Excel.
Other: - Ability to travel to more than one location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Operates the following equipment: Hydraulic excavator, track loader, front end rubber tire loader, skid loader (bobcat), rubber tire front end loader, ASV track loader, and catch basin cleaner. Reads and interprets work plans; assigns job duties; monitors task completion and quality of work; trains and leads large, or sometimes multiple, work crews; acts as supervisor as needed. Drives 12-yard dump truck and haul truck/trailer rig. Repairs and installs storm drain pipelines and concrete drainage structures to reduce flooding. Responds to flooding problems during storm events. Installs and replaces driveway culverts to reduce street & property flooding. Oversees traffic control at job sites; places and gathers cones, warning signs and barricades; flags traffic Checks that crew uses all required safety devices on jobsites, including traffic control barricades and signs; trench boxes for trenches over five (5) feet deep; adequate lighting for work at night; and wear and use of proper safety equipment. Checks jobsite for market hazards and one-call has market all utility lines. Determines that sufficient material inventory and proper tools are available for job assignment. Performs preventative maintenance on assigned equipment. Prepares daily activity reports, haul tickets, purchase receipts, and pre-trip inspection. Operates and performs maintenance on variety of equipment and power tools (i.e., pneumatic roller, paint push carts, thermal push cart, paint stripers, blowers, propane torches, grinders, paint rollers)
