Job Description and DutiesUnder the general direction of the Section Chief (Manager II) of the Multifamily Grants Management (MGM) Branch of the Division of State Financial Assistance (DSFA), the Manager I oversees a unit of professional technical staff responsible for all phases of administering multifamily grants, including Homekey.
The MGM Branch is primarily responsible for the fiscal and contract management of state funded multifamily grant programs including disbursing and verifying the use of funds per eligible activities, monitoring and clearing of standard agreement special conditions, clearing performance milestones such as construction completion and occupancy, enforcement of appropriate affordability restrictions, monitoring reporting requirements, providing technical assistance to grantees to ensure programmatic and statutory requirements are met.

- Knowledge and experience of real estate finance and underwriting, including documents involved in real property transactions, tax credit financing, real estate law, real estate transactions, escrow processes and compliance and monitoring.
- Ability to establish and maintain effective working relationships with internal and external stakeholders.
- Excellent oral and written communication skills, including the ability to articulate clearly, concisely, and accurately.
- Demonstrated analytical skills, including the ability to reason logically and analyze data and situations to decide appropriate responses and/or actions.
- Demonstrated ability to work in a fast-paced, challenging work environment requiring quick turnarounds to meet established deadlines.
- Demonstrated proficiency in using Microsoft Excel, Word, Outlook, Teams, Adobe Acrobat and other databases.
