    Real Estate & Program Support Analyst
    (
    Business Services Analyst)

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    SALARY INFORMATION
    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization

    OPEN TO THE PUBLIC

    This recruitment is open to the public and is being held to establish an eligible list to fill current and future Business Services Analyst vacancies within OC Waste and Recycling and/or other County of Orange agencies. This recruitment may also be used to fill positions in similar and/or lower classifications.

    DEADLINE TO APPLY EXTENDED
    This recruitment will be open for a minimum of ten (10) business days and is scheduled to close on Monday, December 23, 2024 @ 11:59 p.m. (PST). This recruitment will establish an open eligible list and will be used to fill immediate and future Business Services Analyst positions throughout the County.

    THE COUNTY
    The County of Orange is a regional service provider and planning agency whose core businesses include public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation.

    OC WASTE & RECYCLING
    OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills. The Department is committed to its exceptional record of regulatory compliance and excellence. OCWR partners with the Orange County-based Discovery Cube to sponsor the Eco-Challenge educational exhibit that teaches thousands of students each year to reduce, recycle, and reuse in their daily life.

    THE OPPORTUNITY
    The Business Services Analyst will manage OCWR Real Estate and Programs, provide direct support to the Reporting and Program Support Manager, OCWR staff, and internal and external agencies to meet OCWR’s property management and infrastructure program/project objectives. The position will allow OCWR to effectively manage its properties and potential revenue from leases and temporary property uses and continue to provide administrative support to its current and future infrastructure and program needs.

    Job functions and duties assigned to this position include but are not limited to:
    • Management and support for OC Waste & Recycling real estate assets and leases
    • Develop, implement, and manage climate action and sustainability programs and projects
    • Budget and contract support
    • Respond to inquiries and complaints from internal and external customers
    • Jurisdictional support regarding OCWR programs
    DESIRABLE QUALIFICATION & CORE COMPETENCIES
    The ideal candidate will have four (4) years of professional business services experience including real estate, budget, project management, and program support. A Bachelor’s degree in accounting, finance, human resources, business, public administration, or related field may substitute for one (1) years of the required experience. A Master’s degree in accounting, finance, human resources, business, public administration, or related field may substitute for two (2) years of the required experience.

    In addition, the ideal candidate will possess the following competencies:

    Technical Knowledge | Real Estate
    • Apply principles and practices of real estate operations and processes
    • Collaborate with potential lessees seeking to utilize OCWR properties
    • Draft, review, oversee, and execute easement, right-of-entry, lease and right-of-use documents and/permits
    • Update master lease, revenue projections, and GASB 87 documents
    • Troubleshoot and provide support in resolving real estate issues

    Technical Knowledge | OCWR Program Support
    • Program/project management
    • Monitor and track program and project deliverables
    • Meet with internal and external stakeholders
    • Plan and organize program and project objectives
    • Make recommendations for program and project administration;
    • Provide administrative support for landfill sites and headquarters

    Communication Skills | Written & Oral
    • Communicating effectively and professionally both verbally and in writing with individuals Agency/Department heads, Managers, and internal and external partners, including elected officials and County executives
    • Communicating accurately to convey both substance and intent, and communicating sensitive matters and challenging situations with diplomacy
    • Presenting ideas and complex material clearly, concisely, logically, and persuasively both in writing and orally
    • Ability to analyze complex issues and provide advice and recommend actions

    Leadership Skills
    • Assist the management team in developing departmental business objectives and specific project strategies
    • Provide leadership and guidance to internal and contracted staff to achieve project and developmental goals that are aligned with overall business objectives
    • Understand and address customer needs within the guidelines of County policy
    • Ability to make well-informed and objective decisions by perceiving the impact and implications of the decisions in a professional ethical framework
    • Establishing and cultivating effective working relationships with various staff members, community agencies, stakeholders, and resources
    LICENSE REQUIRED The successful candidate must possess a valid California Driver's License, Class C or higher, by date of appointment and maintain while employed in the assignment.

    Physical and Mental Requirements

    Possess vision sufficient to read standard text and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write and drive; use a County approved means of transportation.

    Environmental and Working Conditions

    Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

    Function effectively in a standard office environment.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications.     Structured Oral Interview I SOI (Weighted 100%)
    Candidates will be interviewed and rated by job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Eligible List | Selection Interviews
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
