The department currently has one vacancy in the Alcohol and Other Drugs (AODS) Unit in the Behavioral Health Division.

    The Alcohol and Other Drugs Services (AODS) System of Care is a planned, comprehensive approach for providing alcohol and other drug treatment and prevention services in Contra Costa County. The continuum of care benefits consumers and providers by combining administrative and clinical services in an integrated, coordinated system. The goal is to give clients high-quality yet cost effective care in a timely manner.

    The Substance Abuse Program Supervisor will ensure that policies, procedures, and facilities are maintained according to State requirements and best practices, coordinate services with community-based agencies, health, social, and criminal justice services to the client population, track data and prepare reports and presentations, and perform other related duties as assigned.

    • Conducting outreach to key stakeholders and organizations to ensure referrals to substance use treatment.
    • Providing supervision, training, and work evaluations for assigned staff, volunteers, students and partners.
    • Identifying and creatively solving administrative, clinical, and operational problems and obstacles.
    • Managing the referral and placement process of clients into treatment or other programs for continuing care.

    Minimum Qualifications

    License Required: Possession of a valid California motor vehicle operator's license. Out of state valid motor vehicle operator's license will be accepted during the application process.

    Certification Required: Candidates must possess and maintain throughout the duration of employment Certification as an Alcohol and Other Drug (AOD) Counselor issued by a certifying agency approved by the California Department of Healthcare Services.

    Education: Possession of a Bachelor's degree from an accredited college or university with a major in psychology, sociology, counseling or a closely related field.

    Experience: Four (4) years of full-time, or its equivalent, experience counseling persons in a substance abuse program.

    Substitution for Education: Possession of a current Certification as an Alcohol and Other Drug (AOD) Clinical Supervisor issued by a certifying agency approved by the California Department of Healthcare Services may be substituted for the required Bachelor's degree.

    Substitution for Experience: Possession of a Master's degree from an accredited college or university with a major in one of the aforementioned areas may be substituted for one (1) year of the required experience.

    Selection Process

    Application and Evaluation: All applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.Training and Experience Evaluation: Candidates who clearly demonstrate that they possess the minimum qualifications will have their training and experience evaluated. The responses to the supplemental questions, at the time of filing, will be evaluated to determine each candidate's relevant education, training, and/or experience as presented on the application and supplemental questionnaire. (Weighted 100%).
    The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

    CONVICTION HISTORY

    After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.

    DISASTER SERVICE WORKER

    All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
