Job Summary
Manages the City’s public safety Computer Aided Dispatch (CAD) system support of emergency public safety dispatch activities in coordination with the City’s Police, Fire, and Information Services Departments.
Representative Duties
Provides administrative and front-line application support to the public safety communications team to ensure the CAD system functions efficiently and effectively on a 24/7 basis.
Develops, maintains, and oversees policies and procedures related to CAD, in collaboration with public safety and information services stakeholders, including defining roles and responsibilities of CAD system changes, permission access, and other technology management processes.
Responds to end-user inquiries on CAD system operations; troubleshoots and diagnoses system and end-user problems in coordination with Information Services Department (ISD) personnel.
Assists OEM, Police, and Fire departments with ongoing public safety application product configuration, implementation, and issue resolution in coordination with ISD personnel.
Provides ESRI mapping updates, conversion services, commonplace name updates, layer refinement, and response plan/area updates, in coordination with the City’s Geographic Information System (GIS) team.
Submits CAD application issues to the Versaterm support team, in coordination with public safety and information system partners.
Liaises with Versaterm and City technical subject matter experts (SMEs), including City’s infrastructure and cloud-hosted services, as required, to troubleshoot, and resolve issues.
Evaluates, documents, submits, and tracks end-user product suggestions.
Works with Versaterm and partner City departments to test and apply CAD application updates in accordance with ISD’s change management processes.
Assists public safety dispatch with the testing, evaluation and implementation of new product features, in coordination with public safety and ISD personnel.
Assists public safety dispatchers and first responders with ongoing end-user training.
Represents the City at local, regional, state, and federal dispatch meetings as requested; serves on various committees.
Supports the compliance efforts with accreditation programs and internal benchmarks through the creation and maintenance of CAD reports.
Performs technical writing duties in the development, production, and maintenance of CAD system documentation, training materials, use cases, and procedural manuals.
Develops and delivers user training and presentations on new systems and upgrades to internal and external clients.
Develops, maintains, and exercises OEM Public Safety Communications CAD downtime procedures and protocols.
Assists in managing desktop/mobile device application installation and updates, in coordination with ISD.
Works with ISD personnel on integration of CAD and Police and Fire software interfaces, including liaising with third-party vendors, troubleshooting, testing, and applying interface updates, as directed.
Collaborates with ISD personnel on CAD system security recommendations for enhancements and mitigation of user-based risks.
Performs other duties as assigned.

REQUIREMENTS
Minimum Qualifications:
Option A
Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Four years systems implementation, application support, or software administration with CAD software products. Recent, experience implementing public safety agency (dispatch, police, fire and/or EMS) technology projects is desirable.
Option B
Education: Graduation from high school or evidence of equivalent educational proficiency.
Experience: Eight years systems implementation, application support, or software administration with CAD software products. Recent, experience implementing public safety agency (dispatch, police, fire and/or EMS technology projects is desirable.
Licenses and Certificates:
Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Pass a criminal background investigation and fingerprint investigation per State of California Commission on Peace Officer Standards and Training requirements. Maintain clearance per California Law Enforcement Telecommunications standards.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
