DescriptionThe County of Yuba is currently recruiting for the position of
Elections Manager in the Clerk-Recorder’s Office. Under general direction, this single position management classification will assist the Department Head in planning, managing, conducting, and reporting all elections in the County consistent with Federal and State laws, legislation and administrative procedures. The magnitude, complexity and impact of the election responsibility requires a high level of independent judgment, initiative, analytical reasoning, and decision making in order to research State and Federal election laws and regulations, determine impact on County election procedures, make recommendations for compliance, and develop and implement election processes and procedures. This position coordinates operations with the Secretary of State’s office, other state and Federal agencies, local cities, special districts, and County departments. This position reports directly to the elected County Clerk-Recorder/Registrar of Voters.
Examples of Duties: - Plans, organizes, and directs all activities required to conduct elections and ensure that all election activities are in compliance with applicable law; establishes and implements security procedures to ensure the integrity of the voting process.
- Identifies impacts of new voting requirements and system technologies in order to develop and manage effective strategies for implementation and integration with existing operations.
- Directs and manages elections functions including voter registration, candidate filing, election schedules and material preparation, coordination of staff; vote tally, canvass, and certification to ensure compliance with applicable statutes and/or regulations.
- Plans, organizes, assigns, and evaluates the performance of subordinate staff; provide direction and coaching through regular feedback sessions; creates individual development plans with employees; discuss job performance problems to identify causes and issues, and to work on resolving problems; initiates performance improvement plans, proposes and administers discipline.
- Develops and implements division goals, objectives, policies and procedures; directs and develops work plans, projects, programs; reviews and evaluates work products and methods.

OUF Elections Manager Job Flyer - Dec 2024.pdf Ideal CandidateThe ideal candidate will plan, organize, and direct all activities of the Registrar of Voters Department; direct, train, and supervise staff; develop and monitor the division budget, and manage special projects. They will have knowledge of organizational structure of counties, cities, schools, special districts, federal and state elected offices. Will be skilled in interpreting, applying and explaining complex laws, regulations and procedures to a variety of individuals; planning, organizing, administering and coordinating a variety of elections and services; meeting election deadlines. Have the ability to make rational judgments and decisions in a timely manner particularly in situations involving potential risks and to manage election activities and staff to rigid deadlines.
QUALIFICATIONS: Minimum: Bachelor’s Degree in Business or Public Administration, Economics, Accounting, Business Law, History, Political Science or a related field from an accredited college or university AND three (3) years of progressively responsible administrative, supervisory, or analytical experience with one (1) year of experience preparing and managing projects and/or programs. Candidates with strong project management experience who lack the degree are encouraged to apply. Relevant experience may substitute for education on a year for year basis.
Preferred: In addition to the above minimum requirements, possess a valid Project Management Professional Certification (PMP), supervisory experience, comprehensive election operations experience in a setting that would have provided the required knowledge and skills, and/or experience conducting elections in the State of California is preferred.
Special Requirements: *Work extensive overtime during critical deadline periods. Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting prior to hire. DMV printout prior to hire. May be required to file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100 -3109.
Licensing and Certification: Ability to obtain a valid California Class C driver’s license within ten (10) days of employment and maintain throughout employment. Successful completion of the California Association of Clerk and Election Officials Professional Elections Administrator Certification within the first twelve (12) months, unless extended by the County Clerk-Recorder due to unavailability.

STATE DISABILITY INSURANCE: Employees in this group do NOT participate in SDI.
DISABILITY INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability.

SUPPLEMENTAL QUESTIONNAIRE: A completed supplemental questionnaire is an essential part of the examination process for this position. The responses will be reviewed for sufficient detail and will be rated according to pre-determined guidelines. ONE-WAY VIDEO INTERVIEW: One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.
IN-BOX WRITTEN EXERCISE: Qualified applicants may be required to participate in a proctored in-box exercise, which will take place on County computers. This exercise will be scored and weighted using pre-established criteria. This exercise will be used in establishing the rank order of the employment list.
QUALIFICATIONS APPRAISAL PANEL: This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position will be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.
WAIVER OF SELECTION PROCEDURES: When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.
EMPLOYMENT ELIGIBILITY LIST: An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENT INTERVIEW: The Clerk-Recorder's Office will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
