    Position Summary

    The Associate Vice President (AVP), in the division of Administration & Business Affairs (ABA), provides leadership and oversight of the Budget Planning and Administration office and staff, supports the President and campus in the development and implementation of the University budget, and works closely with the CSU Chancellor’s Office on campus budgetary matters. The position is highly visible within the university and advises campus divisions on the feasibility of a variety of initiatives. The position also guides the President’s Budget Advisory Committee on the analysis and recommendations for the annual campus budget, confers with the Vice President for Administration/CFO and President for matters pertaining to strategic planning and resource development and allocation, oversees position management, reviews and tracks budgeted to actual revenues and expenditures, and develops and/or makes recommendations on cost allocation methodologies and plans.

    FLSA: Exempt (not eligible for overtime compensation)

    Anticipated Hiring Range: $14,587 per month - $16,250 per month, commensurate with the candidate's education, experience, skills, and training.

    CSU Classification Salary Range: $6,891 per month - $22,119 per month

    Department Information

    Budget Planning & Administration (BPA) supports the campus by estimating and allocating the fiscal resources needed by divisions and programs working to achieve student success and implement imperatives. In collaboration with the President's Budget Advisory Committee, BPA facilitates a transparent budget development process that considers and makes funding recommendations for the upcoming fiscal year. BPA also allocates funds in alignment with the approved budget and as received by the Chancellor’s Office, monitors expenses and fund balances throughout the year, and effectuates fund transfers as needed and requested by divisions. In addition, BPA serves as a resource across the campus to analyze and make recommendations on the fiscal impact of decisions, such as developing pro-formas for capital projects, analyzing changes to Category IV and V fees, reviewing the fiscal health of auxiliaries and self-support organizations, and managing position changes.

    Required Qualifications

    Education:
    Bachelor's Degree from an accredited university and/or college, or equivalent combination of education, training, and professional work experience.
    Experience:
    Eight years of progressively responsible experience in a senior level financial and management position. Five years of supervisory experience. Experience in building and advocating for efficient business processes and systems. High level, complex budget management experience (e.g. budget reporting, planning, development).
    Knowledge/Skills/Abilities:
    Knowledge of state/federal business and financial regulations. Ability to interact effectively with diverse audiences. Ability to navigate, evaluate, and implement financial and data warehouse systems. Ability to adapt easily to fast-paced, demanding environment with evolving needs and limited resources. Leadership skills, including conflict resolution skills. Well-developed analytical, reasoning, and problem-solving skills. Exceptional communication skills. Exceptional interpersonal skills, including cross-departmental collaboration, to engage and influence stakeholders at all levels of an organization. Knowledge of process improvement and ability to streamline operations, promote cultural change, and build teams through redesign of business practices. Skills to assess the performance and progress of teams and organizations.

    Preferred Qualifications

    Master's or Doctoral Degree from an accredited university and/or college. Ten years of progressive experience in a senior level financial and management position. Experience in a large, complex higher education institution within a centralized system. Experience within the California State University system and familiarity with CSU system reporting requirements. Experience with position-based budgeting and position management/control, including positions funded by monies other than a general fund. Experience developing and calculating cost allocation plans.
