    The Position

    This recruitment is being conducted to fill one full-time vacancy for the position of Communication Systems Specialist (Working Title: Audio-Visual and IP Video Specialist), which may be filled a I level or II level depending on the qualifications, for the Information Technology Services (ITS) Department at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    About the Department & Position:
    Napa County Information Technology Services (ITS) is a branch of the County Executive Office that provides technology services and solutions to all 18 County departments, as well as a range of technology services to five special districts within the County. Each of these functional areas and special districts provide their unique services to the Napa County community and ITS plays a strategic role in fulfilling technology needs in support of these varying businesses.
    The Audio-Visual and IP Video Specialist at Napa County will join a skilled team that is responsible for operating and managing the County’s video security infrastructure, wired and wireless network connectivity, and live broadcast production equipment that is used for publicly broadcast meetings. This position will also assist in maintaining the County’s emergency communication infrastructure and other duties related to the delivery of IP based connectivity services to county departments.

    The ideal candidate will be a detail-oriented and technically skilled individual that will operate, manage, and support our live video production system, wildfire detection IP Cameras, wireless point to point networks and security camera infrastructure. They will have hands-on experience with Video Production operation, configuration and installation of IP video security systems, and foundational knowledge of networking principles to ensure optimal system performance and security.

    Key Responsibilities:
    • Audio/Video Systems: Operate, configure, and troubleshoot broadcast television and related AV systems, including media control units, cameras and microphones. Operate systems during publicly broadcast meetings.
    • Video Security: Set up, maintain, and manage video security systems, including IP cameras, DVR/NVRs, and remote monitoring solutions. Ensure the security, quality, and functionality of live and recorded footage.
    • Basic Networking: Provide basic networking support, including IP camera configuration, cabling, and resolving connectivity issues related to surveillance and AV equipment.
    • Wireless Solutions: Install and maintain various wireless networking equipment including long range point to point devices and associated network gear.
    • System Monitoring & Maintenance: Regularly monitor the performance of all systems and conduct preventive maintenance. Respond to issues or alerts to ensure minimal downtime.
    • Security & Compliance: Maintain the integrity and security of all surveillance systems, ensuring compliance with company policies and relevant regulations. Manage access control where necessary.
    • Documentation & Reporting: Keep accurate records of installations, configurations, and troubleshooting activities. Provide reports to management as needed.
    • Working Conditions: Ability to lift a minimum of 50lb. Work as needed on towers of up to 160’. Ability to work as needed in inclement weather including heat, rain, snow and cold.
    Ideal Candidate Qualities:
    • Technical Expertise: Proficient in live video production, video security technologies (IP cameras, DVRs/NVRs), and basic networking concepts.
    • Problem-Solver: Strong troubleshooting skills with a methodical approach to diagnosing and resolving technical issues quickly.
    • Attention to Detail: Meticulous in ensuring that all systems are set up correctly, secure, and functioning optimally.
    • Communication Skills: Able to clearly communicate technical concepts to non-technical team members and provide training where necessary. Ability to clearly communicate with other employees and the generally public as required.
    • Adaptability: Willing to stay up to date with new technologies and adapt to evolving systems and processes.
    Preferred Qualifications:
    • Experience working in environments requiring strict surveillance and security protocols.
    • Familiarity with both analog and IP-based systems.


    Position Requirements for Communication Specialist I: ($43.65/hour - $52.02/hour)

    Experience and Education - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Option 1:
    Experience: Two years of journey level experience in the installation, maintenance or repair of communications and electronic equipment.
    Education : Equivalent to completion of the twelfth grade supplemented by technical instruction in electronic communication systems installation and maintenance
    Option 2:
    • Experience: None
    • Education : Completion of academic, military, or vocational programs leading to an associate degree in electronics or communications technology or its equivalent.
    License: Possession of a valid California Drivers’ License.*

    Incumbents must obtain a valid General Radiotelephone Operator’s License (GROL) issued by the Federal Communications Commission within one year of employment. Failure to obtain licensure within one year of employment may result in an extension of probation and/or release during the probationary period.

    Position Requirements for Communication Specialist II: ($49.71/hour - $59.53/hour)

    Experience and Education - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
    • Pattern 1 : Four years of experience performing network and systems support, installation, maintenance, and repair of communications and electronic equipment, including experience in the following: phone based exchange (PBX) administration, voice over IP (VoIP), network video monitoring systems (NVMS), wired/wireless network infrastructure and operation of land mobile radio (LMR) equipment, or radio over IP (RoIP), data networking infrastructure and microwave networks comparable to a Communications Systems Specialist I in Napa County; and equivalent to completion of the twelfth grade supplemented by technical instruction in electronic communication systems installation and maintenance.
    • Pattern 2: Two years of experience performing network and systems support, installation, maintenance, and repair of communications and electronic equipment, including experience in the following: phone based exchange (PBX) administration, voice over IP (VoIP), network video monitoring systems (NVMS), wired/wireless network infrastructure and operation of land mobile radio (LMR) equipment, or radio over IP (RoIP), data networking infrastructure and microwave networks comparable to a Communications Systems Specialist I in Napa County; and equivalent to completion of the twelfth grade supplemented by technical instruction in electronic communication systems installation and maintenance.

    Required License: Possession of a valid California Drivers’ License.*

    If qualifying under Pattern 2, possession of a valid General Radiotelephone Operator’s License (GROL) issued by the Federal Communications Commission.

    Highly Desired License: CCENT or CCNA, CompTIA, A+, Com TIA Network+, or an equivalent certification is desirable.
    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position. Loss of the required State licensure may result in termination or reassignment.
