    DEFINITION:
    Assists in the planning, developing, evaluating, and modifying of the nursing component of a health program, and in its coordination with the overall nursing service within the Department of Public Health.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class contribute to the realization of the goals and objectives of an assigned program activity. Positions in this class perform one or more of the following functions as directed by a Program Specialist, Public Health Nursing: Assist in developing, maintaining, and modifying assigned program segments; monitor, review, and assist in evaluating the effectiveness of a program's nursing component; conduct epidemiological surveillance, investigation, and studies; assist in the coordination of program nursing services within the Community Health Services organization, as well as with other public and private community health agencies and services; assist in the orientation and in service education of nursing staff; participate in organized health research projects. Positions in this class must have a thorough knowledge of all of the nursing functions, as well as a fundamental understanding of related disciplines involved in an assigned program area. Assignments in this class include initiating and revising departmental manuals, and functioning as liaison to health personnel concerning legal requirements of nursing practice, and the practices and standards of the Bureau of Public Health Nursing as they related to a particular program activity.

    Essential Job Functions

    • Participates in planning and developing program policies and procedures for the nursing component, including the preparation of orders, directives, and procedural manuals.
    • Interprets program standards and procedures to nurses, members of other health disciplines, and the public.
    • Responds to and deals with problems referred from Health Districts, private physicians, the public, hospitals and other agencies concerning the implementation and evaluation of nursing service or activities in an assigned program or program segment.
    • Expedites the interchange of information concerning an assigned program activity within the Department of Health Services and between the department and other agencies.
    • Develops training materials and provides inservice instruction to district nurses concerning content and activities of a program.
    • Answers inquiries regarding nursing policies or procedures in an assigned program or program segment.
    • Maintains current knowledge of and interprets laws and regulations which apply to a program.
    • Prepares and submits reports as required.
    • Meets with community groups to provide information concerning the program.
    • Participates in surveys, special projects, public health and public health nursing research.
    • Leads the activities of nursing staff assigned to projects and special programs for which a Program Specialist, PHN has administrative responsibility.


    Requirements

    SELECTION REQUIREMENTS:

    Two (2) years' of work experience as a Public Health Nurse .*

    REQUIRED LICENSES :**
    • A valid, active license (without limitations or restrictions) to practice as a Registered Nurse issued by the California Board of Registered Nursing, and a California State Public Health Certificate.
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    • A current certification in accordance with the American Heart Associations Basic Life Support (BLS) for Healthcare Providers (CPR & AED) program.
    Department of Public Health requires all licensed clinical professionals, including all Registered Nurses, regardless of their position, to have a BLS/CPR AED certificate because they are all first responders .

    PHYSICAL CLASS:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    *In the County of Los Angeles, the class of Public Health Nurse is defined as someone who provides public health nursing services in a facility or in the field, at the individual, family, and systems levels.

    **In order to qualify, you must include a legible copy of the Registered Nurse License , a California State Public Health Certificate , and BLS/CPR AED certificate from the accredited institution which shows the title of the required license, number, date of issue, date of expiration and the name of the issuing agency with your application online at the time of filing or within fifteen (15) calendar days from application submission to HRExams@ph.lacounty.gov .

    DESIRABLE QUALIFICATION:
    Additional points will be awarded for additional experience beyond the Selection Requirements.

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of experience and desirable qualifications based upon application information and supplemental questionnaire at the time of filing weighted 100%.

    Applicants must meet the Selection Requirements and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

    Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

    The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
