    Description

    The City of Livermore is currently accepting applications to fill a Management Analyst I position in the City Manager's Office . Responsibilities include a wide variety of tasks and projects in support of Citywide internal and external communications. The incumbent will perform a variety of work related to public relations and communications activities and are expected to function with little direct oversight.

    DEFINITION

    Under general supervision, provides a variety of analytical and professional administrative tasks involved with the management support of a City department and/or division in municipal programs and operations, staff analysis, policy development, and special projects; and performs related duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    This is the entry-level professional classification in the management analyst series. Incumbents are responsible for applying knowledge of management principles and practices to a variety of assignments such as budget, small to mid-sized projects/programs, analysis and research, and other assignments as required. Initially work methods and resources are identified, policies and procedures are explained, and assignments are supervised in progress as well as upon completion. As experience is gained, work product is generally checked only upon completion. This classification is distinguished from the Management Analyst II in that the latter is the full journey-level classification in the series, working independently to accomplish the duties and responsibilities assigned.

    May provide supervision to clerical and temporary employees.

    Examples of Important and Essential Functions

    Position(s) exists in a variety of departments. Not all functions are essential in all departments depending on department needs.

    Program Functions
    Participates in and/or leads program administration activities; conducts statistical studies; may administer ongoing departmental/divisional programs/contracts; and researches grant programs and assists with the preparation of grant applications.

    Administrative Functions
    Conducts research on rules, regulations, legislation, case law and special projects; monitors legislative activity; participates in organizational analyses and design; prepares technical reports; participates in divisional/departmental budget process and financial management; participates in the study, design and implementation of administrative procedures; participates in staff support to public boards and commissions; conducts surveys; may represent the division/department with other agencies, citizen groups and/or private individuals; prepares public notices and news releases; participates in the establishment and maintenance of inter-departmental, inter-agency and/or inter-City communication; researches and responds to public complaints/inquiries; and prepares written and verbal reports.

    Supervisory Functions
    May supervise, train, and evaluate assigned personnel; and submits hiring recommendations and personnel actions for approval.

    Job Related and Essential Qualifications

    Demonstrated Knowledge of :
    Research methodologies, of technical and analytical report writing, data collection and analysis. Working knowledge of: the principles and practices of public administration; of budgeting and financial analysis; fiscal analysis; accounting; principles, functions of government; relationships between local, state and federal governments; legislation and regulations relating to non-discrimination; automated information systems; program management; and group dynamics.

    Demonstrated Skills to:
    Apply conceptual knowledge to the administration of a public agency; perform administrative staff work; conduct research; communicate effectively both verbally and in writing; prepare technical reports and presentations; read and analyze fiscal reports; participate in and report on organizational and operational analyses; provide staff support to public boards and commissions; read and interpret complex rules, regulations, legislation and technical reference materials; participate in the preparation of funding proposals, budgets and budget monitoring; organize and prioritize work assignments; develop and maintain cooperative working relationships with a variety of groups; and exemplify an enthusiastic, resourceful, and effective customer service attitude.

    Ability to :
    Learn, interpret, and apply City, department and division rules, regulations, policies, procedures, practices, and dynamics; support and promote the City's policies, goals, and vision; keep informed of developments in assigned field and incorporate the latest and most progressive management concepts; and understand divisional and/or departmental goals within the context of the organization.

    Experience, Education, and Training Guidelines:
    Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience : One year of progressively responsible, para-professional administrative experience performing a variety of technical functions related to the assigned position, such as project/program management, fiscal analysis, and organizational development. Public sector experience is highly desirable.

    Education : A Bachelor's Degree in business administration, public administration, or a field related to the assigned position.

    License : May require the possession of a valid California driver's license and a satisfactory driving record as determined by the City.

    Other Requirements : Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours.

    Special Requirements : Essential duties require the mental and/or physical ability to work in a standard office environment; drive a motor vehicle, if required; read fine print and computer monitors; operate a computer; effectively converse by telephone, in person, and to large groups and be clearly understood; safely lift and maneuver office supplies weighing up to 10 pounds; ability to sit for hours at a time; and stamina to work additional hours to meet deadlines.

    SUPERVISORY DIFFERENTIAL PAY
    Minimum of 10% above base salary of non-mgmt subordinate, 7.5% above mgmt subordinate

    ACTING PAY
    If work minimum of 5 consecutive calendar days, paid @ lowest step of higher class with at least a 5% differential. If assignment > 12 months, optional increment of up to 7% or max of the range, whichever is less.

    SPECIAL PROJECT PAY
    If work minimum of 30 calendar days, 5%-7% differential. If full supervisory, additional % to reflect 2.5% over highest compensated subordinate. If assignment > 12 months, optional increase of up to 7%

    BILINGUAL PAY
    $50/pay period
    Must be certified by Department Head, approved by City Manager, and used on the job.

    CELL PHONE ALLOWANCE
    If approved, $40/month or$90/month.

    AUTO ALLOWANCE
    $250/month for Building Official, City Engineer, Housing & Human Services Manager, and Planning Manager

    TUITION REIMBURSEMENT
    75% reimbursement fortuition & books
    For undergraduate studies, $4,000 FY max; $16,000 lifetime max
    For graduate studies, $5,000 FY max; $10,000 lifetime max

    LICENSES & CERTIFICATIONS
    100% reimbursement for required licenses and certifications

    EMPLOYEE ASSISTANCE PROGRAM
    Three (3) sessions per incident per family member. Unlimited telephonic consultations.
