    Essential Job Functions

    • Conduct compliance, operational, financial and investigation audits throughout the Department of Health Services inclusive of its patient care facilities, programs, and administrative support services.
    • Develop effective audit and/or investigative plans and determine appropriate audit/investigative methods.
    • Perform analysis and interpretation of information.
    • Prepare and analyze statistical reports for compliance with organizational goals and policies.
    • Schedule and conduct interviews with charging/reporting parties, subjects of investigation, material witnesses, etc.
    • Prepare audit and/or investigative reports for review and approval by various levels of management.
    • Plan, organize, analyze, and conduct in-depth studies, and audits of complex departmental management, fiscal and program operations and practices for the Director of Health Services to identify improvements to increase efficiency and resolve programs of work procedure and organization.
    • Develop and maintain effective contacts and relationships with County administrative officials, and departmental management.
    • Assist in the development of policy recommendations to ensure proper internal controls to safeguard County assets, streamline procedures for more effective and efficient organization, and maintain compliance with all county, State, and Federal regulations.
    • Investigate and/or collaborate on investigations in order to conduct comprehensive reviews of alleged misconduct and/or improprieties involving County employees and communicates findings to appropriate facility, service and/or program managers; Investigates and identifies suspected violations both internally and with external enforcement agencies.
    • Notify the appropriate facility or program office(s) of required corrective action(s) to implement systemic changes to prevent policy and regulation violations from recurring; ensuring prompt restitution of overpayments; coordinating legal advice from County Counsel and involving DHS/Human Resources and/or L.A. County Department of Human Resources when personnel corrective action is appropriate.
    • Recommend appropriate corrective actions based upon audit / investigation findings; recommend methods of preventing and resolving conduct that does not conform to Federal and State law to ensure compliance with statutory and regulatory requirements.
    • Identify appropriate recommendations and/or corrective actions to address internal risks identified as a result of the audit / investigation; use audit / investigation results to identify improvements to increase efficiency and resolve problems of work procedure and organization.
    • Develop areas of inquiry specific to the subject audit/investigation.
    • Monitor and review, for compliance, the facility/program response and implementation of corrective actions resulting from audits / investigations.
    Desirable Qualifications:
    • A degree in Accounting from an accredited college or university.

    Requirements

    The position is open to all permanent County of Los Angeles employees who have successfully completed their initial probationary period and currently hold the payroll title of STAFF ANALYST, HEALTH .
