Description/Special Instructions The City of Elk Grove is currently accepting applications for MENTAL HEALTH CLINICIANThe City of Elk Grove is seeking a Mental Health Clinician to join the Police Department. The ideal candidate will be a dynamic and empathetic professional who thrives in high-pressure environments. This individual will demonstrate a strong ability to collaborate with law enforcement officers as part of the Crisis Intervention Response Team (CIRT) to respond to residents in mental health crises. They will have expertise in crisis intervention, clinical assessment, and community-based care to connect individuals with the resources they need while mitigating further escalation.
This role is ideal for someone with both clinical expertise and a deep understanding of the complexities of working alongside law enforcement. The ideal candidate will not only provide immediate mental health support but also proactively engage with the community, enhancing mental health education and crisis prevention efforts. They will approach their work with empathy, professionalism, and a commitment to building trust between law enforcement, residents, and service providers. This person will be instrumental in shaping proactive strategies that improve public safety outcomes by addressing the intersection of mental health and policing.

Representative DutiesDEFINITION
Under direction, plans, organizes, and coordinates social services for those experiencing mental health crisis in the community; provides crisis intervention, clinical assessment, and referrals to members of the public and department employees; coordinates social service programs with other departments, agencies, organizations, and community groups; educates department and community members in crisis management and mental health issues; and plans, develops, and implements mental health programs to alleviate the sources and effects of crime related to mental health issues.

CLASS CHARACTERISTICS
This journey level classification is responsible for independently perform ing professional mental and behavioral health clinician duties i n support of the programs and activities of the Police Department . Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

- Responds with law enforcement to calls for service involving mental health crisis.
- Undertakes case evaluations on a diverse client population for the purpose of assessing problems and determining appropriate types of services, safety planning and treatment efforts.
- Provides comprehensive range of support services to community members by providing resources, emergency assistance , and making referrals to other agencies.
- Reviews information from written reports, in-person interviews, and officers in the field to assess an individual's risk level and makes recommendations for appropriate responses and services.
- Provides support and guidance to law enforcement staff concerning victim advocacy, juvenile and adult crime, domestic violence, chemical dependency, and other services as needed; may respond to emergency callouts.
- Acts as liaison with client groups and community organizations.
- Collaborates with other social service agencies to develop, plan, and implement special studies designed to establish policies and protocols and enhance social services provided by the County.
- Interprets and applies rules, regulations, policies, procedures, laws, and court orders, and explains them to staff, clients, the public, and other agencies.
- Provides leadership in the utilization of social work concepts and methodologies; acts as resource specialist and program consultant in field of expertise .
- Assists in staff development programs by reviewing current literature, participating in individual or group seminars, training workshops or classes and by the preparation and presentation of instructional or other training methods.
- Prepares reports, correspondence and memoranda, documents professional research and case studies.
- Prepares and maintains accurate and complete case records.
- Completes home visits as required .
- Performs related duties as assigned.
QualificationsQUALIFICATIONS
Knowledge of:
- Principles and practices of crisis intervention, counseling, and social service programs including but not limited to mental health, substance abuse services and treatment, homelessness, family system counseling and victim advocacy.
- Principles, program provisions and requirements, and applicable procedures of criminal justice, victim-witness, multi-disciplinary review, and domestic violence systems and programs.
- Social casework principles and practices including group work and community organization.
- Available social services, including behavioral health, mental health, financial and housing assistance , counselling services, alcohol/drug addiction recovery, food/clothing, and other similar resources for the homeless population.
- Crisis intervention techniques.
- Applicable laws, rules and regulations governing the field of public welfare.
- Modern office procedures, methods, and personal computer use.
- Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
- Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
- Methods and techniques of preparing technical and administrative reports, and general business correspondence.
- City and mandated safety rules, regulations, and protocols.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Education and Experience:
Master’s degree from an accredited college or university with major course work in social work, psychology, counseling, or a closely related field and t wo (2) years of full time (or the equivalent of full time) post graduate experience working in the social work or counseling field with strong emphasis on social services, resources and referrals, victim advocacy, family management casework or delinquent behavior intervention.
Licenses and Certifications:
- Possession of, or ability to obtain by the time of appointment, an appropriate , valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.
- Possession of one of the following valid professional mental health therapy licenses issued by the State of California at the time of application submission. Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC).
- Must have the ability to successfully complete a comprehensive background and psychological examination prior to appointment.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.? ENVIRONMENTAL CONDITIONS

Health (Medical) Insurance The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.
The City's Contribution rates for the 2024 plan year are as follows:
Single: up to $919.27 per month
2-Party: up to $1,838.54 per month
Family: up to $2,390.10 per month
Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.
Dental Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Vision Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Pet Insurance City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife
. Supplemental Health Insurance The City provides supplemental health insurance up to $15,000 per year for eligible participants.
Retirement Health savings Account City provided defined contribution program for IRS-eligible medical expenses upon retirement.
Holidays Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.
Alternative Work Schedules Available depending on Department
Life Insurance City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.
Military Leave The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.
Retirement -PERS Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
- 2.7% at 55 if hired before 8/12/12.
- 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
- 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.
Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.
Short Term/Long Term Disability - The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
- The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
