    DEFINITION

    Under general supervision, to oversee the main operations of the County landfill and transfer stations in the absence of the Waste Disposal Supervisor, including, but not limited to, estimation, collection, and accounting of disposal fees, daily balancing, reporting functions, scheduling and provide technical and functional supervision of staff at the waste management facility’s main gate; and to perform related duties as required.

    DISTINGUISHING CHARACTERISTICS

    This is the advanced journey level position in the Waste Disposal Site class series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken by the amount of time spent performing assigned duties and by the nature of the public contact made. Employees perform the full range of duties with a high degree of independence and decision making authority and exercise technical and functional supervision.

    This class provides backup coverage for the Waste Disposal Site Supervisor as needed, and is distinguished from the Supervisor in that the latter has full supervisory authority over assigned staff (including hiring, firing and disciplinary action) whereas the Senior Attendant may recommend such actions. The senior may also be required to cover the assigned shifts of subordinate staff.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general supervision from the Waste Disposal Site Supervisor.

    May exercise technical and functional supervision over Waste Disposal Site Attendants.

    EXAMPLES OF ESSENTIAL DUTIES

    Duties may include, but are not limited to, the following:
    • Train employees in proper work procedures; assign work as needed to subordinate staff.
    • Assume supervisory responsibility of Waste Disposal Site during periods of time when the Waste Disposal Site Supervisor is not on-site including daily reconciliation of the cash drawer; prepare deposits.
    • Provide assistance to the accounting division for maintain accounts payables and receivables when needed.
    • Assist in regulatory enforcement and compliance and health and safety activities.
    • Perform general scalehouse operations, including, calculating and collecting disposal fees, making change, screening loads for hazardous materials.
    • Respond to customer inquiries; maintain overall security at the scalehouse; handle and document customer concerns and complaints.
    • Provide assistance in evaluating employee performance and recommends appropriate disciplinary action.
    • Update the computer databases; prepare reports and other correspondence as needed.
    • Maintain records of waste and other recoverable materials received at the disposal site.


    MINIMUM QUALIFICATIONS

    It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

    Experience: Three years of experience in disposal site operations including solid waste, recycling or resource recovery, and or materials receiving and accounting.

    Training: Equivalent to completion of the twelfth grade. Additional course work in math, accounting, computer science and/or supervision is desirable.

    Required License or Certificate:
    May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:
    • Computers used in office and other business operations.
    • Cash and receipt handling techniques, methods, and practices.
    • General principles of employee supervision, including training and performance evaluation.
    • Safe work practices.
    • Laws and regulations governing waste disposal in California.
    • The operation and maintenance of waste disposal sites including primary resource and materials recovery.
    • The different types and classifications of waste materials.
    • The techniques and methods used to communicate effectively with staff, the public, and all others.
    • Automated systems used to weight and charge for waste disposal activities.

    Ability to:
    • Provide technical and functional supervision to a staff engaged in disposal site gate revenue collection and inspection activities; provide verbal instructions to assigned staff.
    • Communicate effectively with staff, the public, contractors, and all customers and officials contacted in the course of work.
    • Assist in the preparation of work schedules for assigned employees.
    • Work independently in overseeing daily scalehouse operations.
    • Think clearly, meet work deadlines, and deal with frequent interruptions.
    • Demonstrate good observation skills.
    • Make decisions based on established policy.
    • Establish and maintain cooperative working relationships with those contacted during the course of work; resolve problems and conflicts as they arise.
    • Resolve conflict and problems among staff, and customers using the disposal site; cope with stressful situations firmly and tactfully.
    • Operate all office-related equipment including microcomputers with special program applications for weighting and charging activities and to maintain the database of such an automated system.
    • Interpret charts and other data.
    • Interpret and apply correctly the regulations, rules, and other operating procedures of the disposal sites of the Authority.
    • Prepare statistical, financial, and waste management reports for review by management related to the operation and status of disposal site activities; keep accurate records.
    • Make arithmetical calculations quickly and accurately.
    • Receive cash and make change quickly and accurately.
    • Operate and balance a cash register.
    • Reconcile cash against receipts and prepare bank deposits.
    • Fill out receipts, weight tags, and other related forms.
    • Maintain and forecast materials and other supplies for office operations.
    • Accurately account for all vehicles disposing of solid waste.
    • Operate a motor vehicle.
    • Work weekends, holidays, and other irregular work schedules.
    • Stand on feet for long periods of time in varying weather conditions.
    • Lift up to fifty pounds and carry up to twenty-five pounds.
    • Bend and stoop.


    SELECTION PROCEDURE

    Training & Experience Rating (100%)

    Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

    CONDITION OF EMPLOYMENT

    Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
