    About the Role:
    The Finance and Administration (F&A) Section is seeking a detail-oriented and organized Business and Finance Officer II to join our finance and admin team. This role will be responsible for a variety of grant accounting, reporting and general accounting tasks, this position will primarily be supporting the River and Floodplain Management Section (RFMS) and the Home Elevation Program. The ideal candidate will have experience with managing state grant and interlocal agreement billing and reporting, financial reporting, and general accounting knowledge, ensuring compliance with financial regulations and the accurate processing of transactions.

    About the Team:
    The Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land using the best available science, innovation, and collaborating with our partners and the community. WLRD employs scientists, engineers, policy experts, ecologists, and project managers dedicated to protecting the health and integrity of King County’s natural resources, so that they can be enjoyed today and for generations to come. WLRD provides flood control services, stormwater management, and other natural resource management services throughout the county. The division has seven sections - Stormwater Services (SWS), Rivers & Floodplain Management (RFMS), Rural & Regional Services (RRS), Science & Technical Support, Environmental Lab, Hazardous Waste, and Finance & Administration (F&A).

    Job Duties

    What You Will Be Doing:

    • Interpret Federal, State, and Local grant agreements and analyze eligible expenditures for reimbursement. Prepare and submit grant billings or invoices on a monthly or quarterly basis. Collaborate with project managers and hold monthly meetings to discuss grant billing progress. Prepare standard, ad hoc, and custom financial reports.

    • Collaborate with the grant coordinator and administrative staff to address questions and resolve issues. Assist in the annual preparation of the state and federal grants and financial reporting.

    • Provide comprehensive finance and accounting support to the assigned business unit. Perform quarterly reconciliations of the general ledger for both operating and capital funds. Coordinate with Real Estate Agents on acquisitions and prepare wire transfer for land purchases. Complete capital asset documentation following purchase finalization.

    • Review and report budgeted revenues and expenditures to project/program managers to ensure compliance with budget constraints. Prepare and review accounting transactions to ensure the accuracy of financial data. Monitor and reconcile project and program expenditures and revenues.

    • Prepare and support month-end and year-end financial closing processes, including preparing and reviewing journal entries, reconciling accounts, revenue, and expenditure accruals, and ensuring accurate financial reporting. Analyze financial data to identify and resolve discrepancies. General financial report for management review. Ensure compliance with accounting standards and deadlines.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:

    • Knowledge of accounting, business, and finance equivalent to that obtained in the earning of a bachelor’s degree in accounting, finance, business administration or a related field, or the equivalent.

    • A minimum of three years of experience in financial data analysis, including the preparation of complex accounting reports, performing detailed reconciliation, identify trends, and provide accurate reporting to support decision-making.

    • Knowledge of Generally Accepted Accounting Principles (GAAP) with experience in month-end and year-end closing, GL reconciliation, financial data analysis, and generating financial reports. Skilled in maintaining data accuracy.

    • Prioritize tasks and work independently; effectively plan, organize, prioritize work daily, often with conflicting priorities to meet deadlines. Ability to carry out assignments independently and in a team environment.

    • Proficient in Microsoft Excel, with experience using functions like pivot table calculation, data validation and conditional formatting, combination of LOOKUP and logical functions, and charts.

    • Demonstrated excellence in financial analytics, including the ability to perform analysis over large datasets from multiple disparate sources and systems. Willingness to learn and curiosity for continuous process improvement.

    • Excellent communication skills combined with critical thinking and problem-solving abilities. Highly attentive to detail and committed to accuracy.

    • Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.

    • Experience with compliance rules and billing procedures for state and federal government grants.


    Supplemental Information

    Working Conditions:

    • Remote and Onsite Work Details:
      Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work ..
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is represented by Teamsters Local 117.
