    The Assessor/Clerk-Recorder’s Office Consists of three divisions that perform a wide variety of duties.

    ASSESSOR: The Assessor has the responsibility of annually discovering and assessing all property within the county as required by law. The Assessor must produce and deliver an assessment roll by July 1 of each year. The assessment roll becomes the base upon which local property taxes are levied, collected and distributed to schools, cities, redevelopment successor agencies, special districts and the County of Tulare.

    COUNTY CLERK: The Clerk’s Office issues birth, death and marriage certificates and accepts the filing of Fictitious Business Name Statements, among other documents.

    COUNTY RECORDER: The Recorder’s Office is responsible for creating and maintaining a public record of real property transactions, including sales, liens, easements, and map filings. The official records are open for public inspection and copies are available for purchase.

    Typical Duties

    The Position

    The Primary focus of the Assistant County Assessor/Clerk Recorder is to assist in the planning, organizing and directing of all phases of appraisal, valuation and office work in the County Assessor's/Clerk Recorder’s Office; and to provide highly responsible staff assistance to the County Assessor /Clerk Recorder . The Assistant County Assessor /Clerk Recorder will Coordinate field appraisal function with preparation of assessment rolls; direct office personnel in preparation of annual property assessment roll, transfer of property records, map revisions and explanation of procedures and policies to taxpayers; make assignments, conduct orientation and training programs and supervise the work of technical and office staff in both the Assessor’s and Clerk Recorder’s offices; assist in formulation of appraisal policy and policy interpretation to staff and taxpayers; assist in development and administration of annual budget; analyze office record systems and procedures and revise or modify when appropriate; assist in solution of difficult assessment/clerk recorder problems; discuss assessment complaints with taxpayers and recommend appropriate disposition; act for the County Assessor /Clerk Recorder , including appearing before the assessment appeals boards or the local board of equalization, courts and various meetings; make special studies, prepare reports and correspondence. This is an At-Will position and is appointed by and serves at the will of the County Assessor /Clerk Recorder.

    The Ideal Candidate

    Tulare County is seeking a candidate possessing a professional history demonstrating the following attributes and qualities:

    • Properly interpret and apply applicable laws, codes, regulations and court decisions.
    • Develop, implement and interpret policies and procedures.
    • Perform real property appraisals.
    • Communicate clearly and concisely, verbally and in writing.
    • Provide training and instruction to staff.
    • Coordinate procedures and policies with other divisions and departments.
    • Prepare complete and accurate reports and documents.


    Minimum Qualifications

    QUALIFICATIONS

    Equivalent to graduation from an accredited college or university with major course work in business administration or a closely related field and Five (5) years of progressively responsible experience in property appraisal for tax or assessment purposes including two (2) years of supervisory experience.

    License or Certificate: Possession of, or ability to obtain, a valid appraisal certificate issued by the State Board of Equalization.

    Compensation and Benefits

    Salary Band: $114,425 -$1179,782 Annual* (plus Flexible Benefit Allowance^)
    • Choice of medical plans with dental and vision benefits.

    *May be appointed within this salary range; appointment is At-Will. ^ Flexible benefit covers most benefit costs; $1,000 Annual Benefit Allowance if County Insurance is waived

    Bargaining Unit 11

    The information listed is a general summary of benefits. These provisions do not constitute an expressed or implied contract and are subject to change.

    Benefit Amount : An annual benefit amount is provided and may be applied towards health insurance premiums(medical, dental, vision andlife) and long-term disability insurance premiums. This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance : A choice of PPO and HMOmedical plans which include PPOor HMO dental plans whichinclude dentaland vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours .

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D : $50,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance : A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

    Deferred Compensation : A voluntary deferred compensation plan is available.
