    This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position, which are the Resource Management Agency and Sheriff’s Department. The anticipated life of the employment list is six months.     Current vacancy is with the Resource Management Agency (RMA) Economic Development & Planning located in Visalia.

    Typical Duties

    Oversee the preparation, development, submission and follow-through of grant applications. Identify funding sources needed for specific departmental services; identify and write goals and objectives; identify resources needed to meet goals and objectives, including staffing, supplies, and equipment; prepare project description, performance goals, and method for evaluation; prepare cost analysis and budget. May negotiate and award contracts for services related to grant programs and funding. Prepare organizational charts, workload statistics, and other data for grant application and reporting processes. Establish procedures and internal monitoring and reporting systems to assure effective grant program administration. Coordinate with impacted department staff and management such as human resources, fiscal, administrative, program, payroll and purchasing areas within a department. Research information, compile data and report on new developments in Federal and/or State legislation related to grants and other programs. Ensure conformance of grant and program activities to current legal, administrative and budgetary requirements within the County and with the granting agency. Write reports and narratives for grant program evaluation reports. Prepare and present written and verbal reports, correspondence, agenda items and other documents for department management. Schedule and conduct department meetings relating to grant applications, programs, and ongoing activities. Identify community resources for purposes of research, program planning, information dissemination and referral. Read and examine incoming material for new and significant legislative, administrative, and management developments to assist department staff in grant acquisition and funding. Develop a resource center and maintain materials for the specific department relating to the grant and contracts program, potential revenue sources, foundations, and opportunities, statistical data, and financial information. Make oral presentations and represent the department before legal groups, committees, organizations and agencies to explain department programs, policies and procedures. Attend professional conferences, meetings, seminars and workshops. Administer the preparation, development, submission and follow-through of grant applications.     Minimum Qualifications

    Education - Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in business administration, public administration, communications, marketing, community development, planning, accounting or closely related field

    Experience - Level I: One (1) year of progressively responsible staff experience in grant development or program management or administration, personnel or organizational management, community development, fiscal or budget analysis, preferably with a local government agency. Level II: Three (3) years of progressively responsible staff experience in grant development or program management or administration, personnel or organizational management, community development, fiscal or budget analysis, preferably with a local government agency.

    Knowledge of: Grant sources, application preparation, monitoring and evaluation methods, and re-application processes; principles and practices in administration including organizational patterns and analysis, fiscal, and personnel management; general automated and manual procedures and systems utilized in work places to resolve problems in delivering services; managerial accounting principles sufficient to develop grant and program budgets, examine and analyze expenses and fiscal documents, and to review and develop audit trails; relevant Federal, State, and local agencies; community demographics and cultural groups and their needs and resources; presentation methods, techniques, materials and media.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; plan, coordinate and direct programs and grants in a County department or division; work independently and manage multi-function responsibilities; research, compile and analyze information, make decisions, and prepare appropriate alternatives and recommendations; communicate and establish effective working relationships with groups, agencies, officials, departments, boards, and internal staff, both orally and in writing; gather, analyze, and organize data in arriving at recommendations or in taking an effective course of action; establish goals and objectives, and implement plans to meet those objectives; read, interpret and apply complex technical regulations, funding documents, financial reports, legislation and federal, state and local laws; prepare clear, concise reports and correspondence using correct grammar, punctuation and spelling; make recommendations and develop new programs or implement changes in current programs; prepare, monitor and evaluate grants and budgets; manage events and coordinate activities; make verbal and graphic presentations before a variety of groups; develop and use a variety of media and materials for conference presentations; compile results of research to extrapolate costs such as expenditures, allocations, and to prepare budgets; organize work and set priorities to complete assignments by established timeframes; retain and recall a wide variety of information; maintain various records, statistics and databases.

    Conditions of Employment
    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
