    CAREER DESCRIPTION

    SENIOR TAX SERVICES TECHNICIAN

    OPEN TO THE PUBLIC
    This recruitment is open to the public and is being held to establish an eligible list to fill current and future Senior Tax Services Technician vacancies within the Treasurer-Tax Collector. This recruitment may also be used to fill positions in similar and/or lower classifications.

    TREASURER-TAX COLLECTOR
    The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous service to our internal and external customers. To accomplish our mission and vision, we will invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $14.5 million with approximately 70 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System managing over $19 billion and the banker for the community and school districts in Orange County.

    THE OPPORTUNITY
    The Senior Tax Services Technician will provide customer service to customers at the public service counter, perform property tax collection services, provide property tax information to the public, assist taxpayers with payment plans, penalty cancellations, tract/parcel map requests and tax clearance certificates. The incumbent will manage and balance a daily cash drawer, acquire knowledge of general accounting processes and cash handling principles, and may act as lead for employees in lower-level classes.

    Duties and responsibilities include, but are not limited to:
    • Balance and reconcile a cash drawer on a daily basis
    • Provide courteous, high-quality service to members of the public by responding to requests for service or making appropriate referrals
    • Collect property taxes
    • Audit and reconcile payments with the collections that posted to Assessment Tax System (ATS)
    • Reconcile property tax accounts between banking and various information system reports
    • Prepare bank deposits for TTC and other county agencies
    • Compile and record property tax financial transactions
    • Interacts with the public or others in situations which require gaining cooperation and using a broad base of knowledge related to the property tax collector policies and procedures in order to resolve problems.
    • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.


    DESIRABLE QUALIFICATION AND CORE COMPETENCIES
    In addition to the minimum qualifications , t he ideal candidate will demonstrate work experience and knowledge in the following core competencies:

    Technical Experience and Knowledge
    • Knowledge of the general office practices and procedures
    • Knowledge of the current tax methods and regulations and office procedures related to property taxes
    • interpretation of property tax or billing statements
    • Understand complex billing methods and regulations and explain them to the public accurately and tactfully; locate, classify and interpret a variety of complicated information for research purposes
    • Answer questions that involve searching tax records and providing detailed explanations of regulations, policies or procedures and legal requirements pertaining to tax bills, tax liens and credit issues
    • Identify errors or potential conflicts in tax bills or records and correct or refer to appropriate source
    • Review tax bills to determine amount due; provide information in valuation, accounting refunds and various exemption requirements
    • Review and explain updated or new tax laws and propositions to the public and others
    • Strong experience using Microsoft Office (Outlook, Word, and Excel) and other software programs
    • Ability to work independently and under pressure during tight deadlines

    Oral | Written Communication
    • Clearly and effectively communicate with the public or others in situations requiring the explanation of complex billing methods, in person or over the telephone
    • Interact with the public in situations which require gaining cooperation
    • Demonstrate the ability to clearly and articulately convey information to others, both orally and in writing
    • Demonstrated proficiency in the fundamental principles of writing, grammar and proofreading skills to identify omissions and errors in the English language.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. After screening, applicants who meet the minimum and/or desirable qualifications will be referred to the next step in the recruitment process. All applicants will be notified via email of their status in the process.

    Written Exam | Multiple Choice (Weighted 100%)
    A written test consisting of job-related questions will be administered. Candidates who pass this test will be referred to the next step. This is a standardized test and there are no study guides available.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.

    Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.
