Primary Hours: 8:00 am - 5:00 pm
Position Description:Positions in this job family are assigned responsibilities at the Department of Central Services involving the awarding of contracts for the procurement of products and services for multiple state agencies, departments, and institutions.
Duties:- Advises staff on rules governing purchases which extends to all OSDH locations outside of the central office.
- Prepares vouchers that coincide with purchase orders and vendor invoicing.
- React in emergency situations to establish payment methods of items purchased in conjunction with an agency emergency response.
- Solicits bids from vendors for purchases that often are statewide but are funded by support services.
- Provides guidance to OSDH staff and co-workers on all aspects of purchasing,
- Enters information into E-pro for purchasing.
- Oversees p-card purchases of two staff.
- Has a working knowledge with OMES-CAP regarding facilities.
- Drafts scopes of work.
- Forecasts needed expenditures up to two years outside of current fiscal year.
- Prepares fiscal documents pertaining to support serves budget
- Plans meetings or trainings
- Highly technical duties related to comprehensive budget.
- Makes recommendations for policy or procedure changes.
- Prepares division budget
- Monitor contract activity and spend down.
- Submit epro requisitions for the establishment of contracts and purchase orders.
- Organizes and maintains contract records until final disposition.
- Composes and prepares routine correspondence and reports.
- Makes recommendations to management concerning products and services and available sources of supply.
- Studies catalogues, trade publications and purchasing manuals; participates in on-going training programs.
- Review agency purchase orders; ensures compliance in competitive contracting process with state laws and related rules and regulations.
- Establishes and maintains contracts; exercises delegated signature and contracting authority.
- Serves as liaison between vendors and OSDH Procurement; arbitrates disputes between suppliers and agency; recommends termination of contracts when appropriate.
- Advises agency personnel on departmental rules, regulations and laws; assists agency in the development of procedures to ensure conformance.
- Reviews and approves p-card purchases and monthly statements for administrative staff.
- Monitors policies and procedures for the administration of multiple contracts for Support Services.
- Review and processes invoices, and other fiscal documents for payment; reconciles various financial reports and other data concerning fiscal operations.
- Monitor all Statewide contracts for available resources for use within the program area.
- Negotiate terms and pricing with suppliers for products and services.
- Assist contractors with complying with the terms and conditions of the contract and applicable laws and regulations, preventing non-compliance by identifying and resolving potential problems through consultation and technical assistance. Attend meetings to assist the contractor with any contractual issues that may arise. Maintain clear and effective communication with contractors on a regular basis.

Minimum Qualifications:Education and Experience requirements at this level consist of three years of technical clerical work and two years of technical experience in contracting and/or procurement; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
Special RequirementsBased upon the position to be filled, applicants may be required to possess one year of experience in the contracting of products or services for which the position is assigned responsibility.

Preferred Qualifications:Knowledge, Skills and Abilities required at this level include knowledge of contracting methods pertaining to the procurement of a wide variety of goods and services; of state purchasing laws and regulations; of assigned commodities or services; of sources of supply; and of recent developments, trends and economic factors affecting procurements. Ability is required to write and review purchase specifications and requisitions; to evaluate bids and award contracts; to identify sources of supply; to monitor contract performance; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.
Physical Demands and Work Environment:This job will be in a climate-controlled office sitting, 50 lb max lifting limit and travel is possible.
Telework: This position is not eligible for Telework and is subject to OSDH policy and supervisor’s discretion.
