DEFINITION: Incumbents in these positions are responsible for supervising the formulation and recommendation of policies and procedures for the administration of County public assistance, social services or fiscal programs, or directing a special social services or public assistance program.
CLASSIFICATION STANDARDS: Positions allocable to this class typically report to a Human Services Administrator III and are distinguished from Human Services Administrator I by their responsibility for either:1) formulating and recommending policies and procedures for the larger and more complex social services or public assistance programs or 2) having immediate responsibility for developing and administering a large special social service or public assistance program and for coordinating such programs with the on-going program services of the department. Incumbents must possess a thorough working knowledge of Federal and State program regulations, of County Ordinances, and of existing social services or public assistance program requirements. In addition, position incumbents must possess the ability to effectively direct program operations through subordinate administrators.
Essential Job FunctionsDirects the analysis and formulation of recommendations of proposed changes in County, State and Federal legislation.
Directs research and studies to determine the effectiveness and need for modifications in program policies and procedures of public assistance or social services programs.
Supervises the analysis and interpretation of State regulations and the preparation of directions and instructions for new or revised regulations.
Works with appropriate Federal, State, and local agencies to gain agreement on program concepts and goals in terms of their implementation by the department.
Interprets program policies and concepts for department staff, other County departments, and other agencies, special interest groups, and individuals in the community.
Plans and directs major program operations and coordinates them with existing line operations.
Evaluates and administers departmental training programs.
Administers the work of a section responsible for the processing and control of financial authorizations.
RequirementsMINIMUM REQUIREMENTS:TRAINING AND EXPERIENCE: Two years of experience in an administrative*, management** or highly responsible staff capacity*** at the level of Human Services Administrator I ****.
ENDORSEMENT OF COUNTY QUALIFICATIONS:
County employees who wish to qualify using experience gained in County classifications not included in or at the level of those listed above, you must provide verification of qualifying out-of-class experience by providing official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from the last day of application submission. Employees do not need to submit such verification if they hold or have held one of the positions above, or a position deemed to be at equivalent level.
WITHHOLD INFORMATION:

LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:
*Administrative capacity: Performs work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.
**Management capacity: Responsible for making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs. Organizes, plans, implements, and controls functions and programs; develop and implement policies, procedures, and guidelines; formulate short-term and long-term goals and objectives; direct and supervise staff through subordinate supervisors; allocate resources; formulate budgets; determine staff training needs; etc. Report to high-level officials.
***Highly responsible staff capacity: Staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter. Staff experience work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and, programs and procedures for accomplishing work objectives.
****In the County of Los Angeles, a Human Services Administrator I has the responsibility for directing the provision of income maintenance or social services in a geographical area, supervising a social service program unit, or performing highly specialized staff functions.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible list.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing score in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
