    An Engineering Manager - SCADA and LIMS job is available with the City of Fort Worth Water Strategic Operations’ SCADA and LIMS Section. This section is responsible for strategic frameworks related to Supervisory Control and Data Acquisition and Laboratory Information Management System, and overarching strategic analytics of the Water department’s facilities. This position will also help in promoting the Utility’s mission, vision and values through data acquisition, data processing, and data publishing for the Water Department. This section is responsible for supervising a team of four IT Programmer Analysts/Sr. Business Process Analysts.

    This Position qualifies for the following incentives which is separate from the base pay:
    • Sign-On Incentive of $10,000 ***50% paid after the completion of first pay period, 50% paid after the completion of 6 months of employment. ***
    • Relocation Reimbursement would be provided selected candidates meets relocation distance requirements

    As the Engineering Manager - SCADA and LIMS, you will need to have a good working knowledge of principles and practices of planning, maintenance, troubleshooting, implementation of projects that require integration to existing SCADA and LIMS systems, and contract administration of related projects for assigned area. The incumbent should be able to trouble-shoot complex SCADA and LIMS systems, conduct extensive research, and provide guidance to internal and external stakeholder groups. This position will report to the Fort Worth Water Department’s Strategic Operations Assistant Director.

    Minimum Qualifications:
    • Bachelor’s degree from an accredited college or university with major in Electrical Engineering, Computer Engineering, Computer Science or a related field.
    • At least five (5) years of SCADA managerial experience including two years of administrative supervisory responsibility.
    • Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
    • Valid Driver's license.

    Preferred Qualifications:
    • Ten (10) years of experience in programming, operation and maintenance of plant electronic and computerized process control or SCADA & LIMS systems in the water and wastewater treatment plant and laboratory.
    • Must have experience working with Control Systems/SCADA/LIMS integration projects.
    • Municipal water/wastewater experience is a plus.

    The Engineering Manager - SCADA job responsibilities include:
    • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
    • Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of SCADA and LIMS projects, data requests fulfillment, stakeholders’ requests fulfillment, systems change requests and works with employees on the continuous improvement of the two systems.
    • Serve on CIP committee and provide analysis and justification for recommended projects.
    • Participate in CIP update meeting, design meeting, pre-construction meeting, and construction meetings; monitor projects’ progress during design phase and construction phase, schedule and reviews SCADA/PLC tags mapping, communications settings, SCADA screens and database creations; and assure successful new sites integration to existing SCADA architecture.
    • Utilize the Utility’s CMMS as part of routine activities. Recommend reports, changes, and/or other tools that may be beneficial to the success of the Program.
    • Provide technical support to capital delivery project managers assigned to facility capital improvement projects.
    • Perform conceptual engineering, process diagrams and procurement (spec writing) assistance as needed to support Plant Operations engineering team.
    • Manages the administration (new contract, contract renewal, and vendor’s invoices) of engineering agreements and vendors’ contracts. Lead contract negotiation, reviews, and recommends approval of agreements and vendor’s contracts prior to execution.
    • Provides professional engineering expertise in the design and construction of SCADA projects. Reviews, evaluates and approves a variety of engineering and construction documents, including drawings, plans, designs, contract documents, technical specification, cost estimates, environmental documents and reports.
    • Identifies and plans required projects for SCADA and LIMS system expansion and upgrades; develops and submits scope of work for proposed projects; and lead the procurement process of SCADA projects within City, County, State and Federal guidelines.
