    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION:

    This position is responsible for increasing awareness and compliance with agency and statutory records management practices. The position assists various programs in accessing historic documents and materials through the use of a digital repository.

    Under the direction of the State Parks Staff Services and Administration Director, this position performs complex (journey-level) to advanced (senior level) records and management work. This position is responsible for archival work and ensuring division compliance with agency Records Management protocol and statutory requirements. This position provides consultative services and direction regarding maintenance, management, disposition, and preservation of physical and electronic records, often collaborating with the agency Records Management Branch as well as other Archivists and Records Liaisons in the agency and preservation of records. This position also analyzes and develops division-wide best practices for records and information management and utilizes software to manage electronic records and a digital asset management system implementing accepted standards for metadata and digital preservation. The Records Analyst III may supervise the work of others. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Records Analyst II:

    Two years experience with records management, museum or library science, or archival work;

    Experience with digitization of records and/or digital records storage systems and processes.

    NOTE: Experience may have occurred concurrently.

    Records Analyst III:

    Three years experience with records management, museum or library science, or archival work;

    Experience conducting training or educational program associated with records management, preservation services, or document control methodologies;

    Experience with digitization of records and/or digital records storage systems and processes.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess a valid State driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of required experience beyond the requirement in records management, museum or library science, or archival work may substitute for 30 semester hours of the required education, with a maximum substitution of 120 hours.

    Experience:

    Graduation from an accredited college or university with a Bachelor's Degree History, Museum Science, Library Science Information Sciences, or closely related field may substitute for one year of the required experience in records management, museum or library science, or archival work.

    Graduation from an accredited college or university with a Master's Degree History, Museum Science, Library Science Information Sciences, or closely related field may substitute for two years of the required experience in records management, museum or library science, or archival work.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree or higher in History, Museum Science, Library Science Information Sciences, or closely related field.

    Experience:

    Experience working with a wide variety of records-architectural drawings, historical photographs, historical and architectural reports, and original/copies of research materials.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Records Analyst II:

    Knowledge of information science, automation technology, professional archival methods, practices and procedures;

    Knowledge of digital records storage systems and processes, including the use of metadata;

    Knowledge of professional archival standards, policies, and best practices;

    Knowledge of records management laws, regulations, rules, policies, and procedures;

    Knowledge of principles and concepts of information governance of various phases of records and information management;

    Knowledge of general office procedures;

    Records Analyst III:

    Knowledge of Records Analyst II; PLUS:

    Knowledge of governmental records management systems and retention schedules;

    Knowledge of historic preservation of documents, photos, architectural drawings including compliance protocols;

    Knowledge of design, implementation, and management of a records management program;

    Knowledge of managing and supervising individuals or teams;

    Records Analyst II:

    Skill in using MS Word, Excel, PowerPoint, and Outlook;

    Skill in using personal computers, document management systems, and archival software;

    Skill in evaluating records and the establishment of archival collections;

    Skill in applying professional archival standards and procedures;

    Skill in archival research and writing;

    Skill in collecting and preserving historic documents;

    Skill in finding a way to structure or classify multiple pieces of information;

    Skill in understanding written communication in work related documents;

    Skill in developing training, resource documents, and information on records management and archival best practices;

    Skill in training others;

    Skill in using standard office equipment;

    Skill in effective verbal and written communication;

    Skill in indemnifying, researching and compiling information;

    Skill in establishing and maintaining effective working relationships with co-workers and work-related contacts;

    Skill in interpersonal communications, building strategic alliances, motivating others to collaborate, and gaining support for projects and organizational goals;

    Records Analyst III:

    Skills of Records Analyst II; PLUS:

    Skill in using digital records management systems using metadata to provide access to collections of historic documents, photos, and architectural drawings;

    Skill in historic preservation protocols;

    Skill in sharing historic documents, photos, and architectural drawings for outreach and education purposes via social media, the internet, or other publicly accessible mediums;

    Records Analyst II:

    Ability to collect, organize, research and interpret data;

    Ability to prepare concise and accurate reports, and develop plans to address unidentified issues;

    Ability to provide basic training and resources related to records management and archival processes.

    Ability to interpret archival records;

    Ability to utilize virtual meeting and presentation technologies;

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

    Ability to perform manual labor, including lifting supplies and materials up to 40 lbs.;

    Ability to perform complex (journey-level) records and information management work;

    Ability to work under general supervision, with moderate latitude for the use of initiative and independent judgment;

    Records Analyst III:

    Abilities of Records Analyst II; PLUS:

    Ability to supervise, review and evaluate work of others;

    Ability to demonstrate, train others on advanced archival processes and software;

    Ability to develop and manage projects;

    Ability to make presentations to internal or external groups about records management;

    Ability to perform archival processes, or historic preservation of documents, photos, or architectural drawings;

    Ability to perform advanced (senior-level) records and information management work;

    Ability to work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday with limited ability to telework;

    Required to work overtime, as necessary;

    Required to travel 5% with possible overnight stays;

    Required to perform manual labor, including lifting supplies and materials up to 40 lbs.;

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

    Required to operate a State vehicle;

    Non-smoking environment in all State buildings and vehicles.
