  • Job Description

    Job Summary

    Prepares and provides budget analysis and forecasts for the Housing Division including the Housing Authority. Plans, organizes and maintains financial and accounting records on behalf of the Housing Division or submission of reports to Housing and Urban Development (HUD), and other City departments and government agencies.

    Representative Duties

    Prepares and maintains the annual and midyear budgets for the Housing Division. Prepares, analyzes and monitors the budget for various funding sources such as the U.S. Office of Housing and Urban Development.

    Prepares required state and federal reports, including annual year-end reports, HUD budgets, and HUD requisitions. Prepares accounting entries and maintains accounting records to ensure that records are in compliance with state and federal reporting requirements.

    Prepares and maintains accounting entries for City accounting systems and reconciles with federal and state required accounting systems.

    Supervises the fiscal aspects of the Housing Authority rent subsidy programs including the issuance of checks and 1099's to landlords.

    Prepares revenue and expenditure forecasts for Housing Authority and Housing Division.

    Conducts research, analyzes data and prepares reports recommending appropriate courses of action for fiscal or budgetary projects.

    Assists other housing staff members in the preparation of staff reports having fiscal or budgetary impact.

    Keeps abreast of new legislation, regulations, and policies relevant to division’s fiscal operations, and recommends and/or makes adjustments to division’s procedures to ensure compliance.

    Evaluates the efficiency and effectiveness of internal controls.

    Maintains records and prepares a variety of reports. Responds to inquiries and makes referrals to appropriate agencies.

    Makes presentations to boards and commissions, public and non-profit agencies and other community groups.

    Supervises, schedules and coordinates the work of Housing Division staff.

    Performs other related duties, as assigned.

    Requirements

    Knowledge, Abilities and Skills:

    Knowledge of:

    General accounting principles, standards and practices.

    Budgeting policies, practices and analysis.

    Business Administration.

    Automated accounting systems.

    Quantitative and management analysis techniques.

    Budget development and management.

    Program and project development, implementation and evaluation.

    Relevant, local, state, and federal laws and regulations.

    Report writing techniques.

    Supervision and training techniques.

    Effective customer service techniques.

    Ability to:

    Perform a wide variety of accounting and financial analysis work.

    Learn and apply federal, state and local municipal rules, regulations and reporting procedures.

    Analyze and solve administrative and budgeting problems.

    Prepare analytical and financial reports.

    Maintain accurate records, databases and files.

    Interpret and apply relevant laws and regulations.

    Keep abreast of local, state and federal housing trends.

    Make public presentations and communicate effectively, both orally and in writing.

    Establish and maintain effective and cooperative working relationships with City employees and a wide variety of individuals, agencies, community groups and the general public.

    Provide effective customer service.

    Supervise, train and evaluate the work of staff.

    Skill in:

    Using a personal computer and applicable software applications.

    Effective written and verbal communication.

    Education, Training and Experience:

    Graduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, Accounting or a closely related field.

    Three years of recent, paid work experience performing financial analysis which has included accounting, and budget preparation, maintenance and management. Master’s degree in Accounting, Business or Public Administration or a closely related field will be substituted for one year of work experience.

    Licenses and Certificates:

    Possession of a Class C driver license.

    If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

    Background Investigation:

    Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.
