Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Occupational Safety and Health or related field, plus five (5) years of occupational or other required safety experience, including one (1) year of experience which was in a leadership/supervisory capacity.

This position, in the Austin Transportation and Public Works Department, will be responsible for the overall administration of the health and safety programs to comply with safety standards as defined by Federal, State, or local Government Agencies. This position will possess an extensive knowledge of heavy equipment safety, construction safety, industrial hygiene, and engineering principles, regulatory compliance laws and best management practices. The manager supervises the safety section which includes five positions plus temporary employees and focuses on leading efforts in collaborative management of safety protocols and procedures across all divisions of the department.
Driving Requirement: This position requires a Valid Texas Driver License or the ability to acquire one by your hire date. External New Hires must meet the
City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
Additional Information:This position is considered “essential” to maintain critical operations and core services, including public health, safety and utility services, in the event of an emergency. This means employees in this position will be required to report to work even in the event of bad weather, natural disaster, or other unforeseen circumstances that necessitate an emergency closure of City operations.

$37.63 - $47.98

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.Partners with executive management and other senior leaders to manage the department’s compliance with applicable safety regulations and standards as defined by Federal, State, or Local government agencies. Ensures program efforts, policies, and programs are in alignment with goals and objectives of department as well as the City. Directs the investigation and documentation of all accidents and injuries within the department. Analyzes department safety data and develops long- and short-term strategies to improve adverse accident and injury trends. Directs and approves the development of safety standards and procedures for occupations and jobs within the department to ensure compliance with required government occupational safety regulations, internal City or departmental safety policies, or operational needs related to specific job conditions; and evaluates work procedures and equipment to ensure adequacy and safety. Plans, develops, organizes, evaluates, manages, and monitors the department’s safety training activities designed to prevent incidents. Designs and directs the execution of safety audits of jobs and work environments, which involve hazards or potential accidents, to determine root causes and develop plans to prevent recurrence. Plans and oversees appropriate industrial health monitoring programs as dictated by job conditions within the department. Prepares, justifies, and manages the implementation of the budget; and recommends/justifies capital expenditure. Monitors safety-related contracts and vendor performance. Coordinates the identification of accommodations needed for the department to comply with the Americans with Disabilities Act. Directs the research and development and updates of written Occupational Safety and Health Standards.

For Aviation department, additional knowledge is required: - Knowledge of airport operations, programs, protocols, and procedures related to aviation safety.
- Knowledge of safety management legislation, policies, procedures; and relevant Acts, Regulations, Standards, recommended practices, and procedures related to Safety Management Systems.
- Knowledge of Airfield Construction Procedures and Practices.
- Knowledge of general Air Traffic Control practices on airports and operations on the movement and non-movement areas.
