    The Position:

    Summary:

    SUMMARY DESCRIPTION

    Under general direction, performs a variety of regulatory compliance duties in support of the Districts’ wastewater, air quality, water quality, recycled water, stormwater, and hazardous waste programs; develops, compiles, and submits a variety of regulatory compliance reports; works with District departments to identify environmental impacts of their operations and actions needed to avoid or mitigate those impacts; tracks regulatory changes and associated impacts on District operations; and performs other related duties as assigned.

    CLASS CHARACTERISTICS

    This classification is responsible for independently performing a variety of professional level administrative, inspection, and analytical duties in support of the District’s regulatory compliance programs. Positions at this level exercise judgment and initiative in their assigned tasks, and receive instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    Immediate Impact: The successful candidate will be given the following objectives upon hire:

    • Within 3 Months: Demonstrate knowledge of District’s Potable Water and Wastewater facilities, and Participate in assigned internal and external committee meetings.
    • Within 6 Months: Be able to accurately prepare regulatory compliance reports for wastewater, air quality, water quality, and hazardous waste activities.
    • Within 9 Months: Perform inspections and prepare reports of facilities to ensure compliance with all applicable regulations and environmental programs
    • Within 12 Months: Effectively assist with Regulatory Compliance software program selection and implementation and perform all tasks efficiently with little or no oversight from direct supervisor


    The Ideal Candidate:

    • Will be detail oriented with strong organizational skills and the ability to prioritize workload in fast paced environment in order to meet deadlines.
    • Possess the ability to communicate with integrity in a professional manner and build solid interdepartmental relationships with staff at all levels of the organization as well as external customers.
    • Hold the equivalent to a bachelor’s degree from an accredited college or university with major coursework in biology, chemistry, environmental science, engineering, or a closely related field.
    • Possess one (1) or more years of increasingly responsible experience with regulatory compliance program reporting or administration for water, wastewater, or related environmental compliance work experience.
    • Possession of a valid California Class C driver’s license, to be maintained throughout employment.


    REPRESENTATIVE DUTIES

    The following duties are typical for this classification. Incumbents may not perform all duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Performs a wide range of regulatory compliance duties in support of the Districts’ wastewater, air quality, water quality, and hazardous waste programs; works with District departments to identify environmental impacts of their operations and actions needed to avoid or mitigate those impacts.
    • Implements regulatory compliance programs, policies, and procedures designed to ensure the District’s compliance with all applicable federal, state, and local regulations; ensures specific project mitigation plans are implemented to completion and reported to relevant agencies.
    • Analyzes and evaluates proposed environmental legislation and regulation for its impact on District operations; provides recommendations and proposed actions and recommends and implements approved procedural changes as a result of regulatory changes; maintains awareness of environmental, biological, and/or wastewater pretreatment issues and regulations.
    • Prepares and submits various routine and non-routine reports to state and federal regulatory agencies on wastewater, air quality, water quality, and hazardous waste activities, including compliance reports, usage reports, emissions reports, testing reports, and monitoring reports.
    • Assists in monitoring and ensuring compliance with District operating permits; arranges required testing processes and monitors results; and evaluates compliance issues for action by the District; supports in compiling and completing required permit applications.
    • Assists with compliance activities relating to the hazardous materials management and waste program, including the Hazardous Material Business Plan, hazardous waste disposal, underground storage tank management, Spill Prevention Countermeasure and Control, and above ground storage tank management. Assists with staff training on environmental programs.
    • Inspects facilities to ensure compliance with all applicable federal, state, and local regulations pertaining to various environmental programs.
    • Participates in audits and evaluations of compliance programs, industrial wastewater sampling processes and systems, and treatment plant wastewater sampling systems; reports on findings and verifies corrective action has been taken to resolve deficiencies.
    • Works with other District staff to formulate methods and approaches for addressing community and agency concerns; follows up to ensure that concerns and needs are responded to; speaks before meetings in public forums; takes proactive steps to build positive relationships with key stakeholders.
    • Serves as on-going liaison and represents the District with governmental agencies, industry, community groups, and organizations; attends meetings, answers questions, and provides information on assigned and projects.
    • Conducts a variety of studies related to the implementation of regulatory programs; performs a broad range of professional scientific research and work; collects, computes, and analyzes data; prepares findings and recommendations.
    • Drafts and/or prepares technical reports, emergency response plans, business correspondence, and contracts; maintains a diverse range of records, databases, and documents on assigned program operations and activities.
    • Participates in the development and implementation of goals, objectives, policies, and priorities including developing strategies for compliance; identifies resource needs; recommends and implements policies and procedures, ensuring alignment with District strategic and operational plans.
    • Assists in supporting activities associated with collections system reporting and spill certification; staff training on documenting and reporting spills to ensure compliance; assists with assessing spills, calculating volumes, agency notifications and reporting, and clean-up procedures.
    • Provides training to staff in District departments on compliance issues and process changes as needed.
    • Performs related duties as assigned.

    Compensation:

    • Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
    • CalPERS Retirement is provided using the 2.7 at age 55 formula for “Classic” Members. Retirement is provided using the 2% at age 62 formula for “New/PEPRA” Members.
    • Three deferred compensation plans to which an employee may voluntarily contribute up to $23,000 per year. The Authority does not contribute to these plans.
    • Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
    • Employees accrue vacation at a rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-9; 6.16 hours for years 10-14; 6.47 hours for years 15-19; and 6.78 for 20+ years of service.
    • Sick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
    • Additional benefits available include: 9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
