    We’re seeking someone to join the Data & Technology Services Product team at Austin Transportation and Public Works. Someone who is curious, hard-working, and excited to leverage modern technologies and practices to build high-quality government products.

    Data & Technology Services ( DTS ) is a division of the Austin Transportation and Public Works Department ( TPW ). We take a progressive civic tech approach that leverages open-source technology, agile development, and user-centered design. Our teams-Data Science, Software Engineering, Geospatial, Solutions Architects, IT, and Product-work across disciplines to maintain robust open data and build impactful applications for Austin’s mobility engineers, technicians, and staff. We care deeply about these users and the vision of a reliable, safe, and equitable transportation network in Austin.

    We use a range of technologies including Knack, a no-code workflow management service, enterprise platforms like PowerBI and ArcGIS, and mature open-source languages like Python and React to build custom solutions when out-of-the-box doesn’t cut it.

    What will you do?
    By digitizing paper processes, optimizing operational workflows, and improving data quality, DTS product managers (PMs) support a range of users, including field technicians who install traffic signals, planners who design Austin’s bike lanes, and executives who need to track high-level goals.
    In this particular PM position, you will support DTS’ outstanding Data Science team. They build and maintain the bulk of the department’s PowerBI dashboards and consult on all things data visualization and analysis. You will

    ● Triage staff requests for data science support, refine the team’s backlog, and help them organize their day-to-day tasks using an agile project management approach
    ● Partner with the Data Science team lead to prioritize, document, and manage DTS data science strategic goals, training initiatives, and key projects
    ● Document the Data Science team’s work for executive and non-technical audiences to ensure its visibility on the DTS website, newsletters, and reports
    ● Apply and contribute to DTS’ product operations processes so that our complete portfolio of high-quality products and services are delivered in a strategic, transparent, equitable, and efficient manner

    You will be the product manager for three TPW divisions-Equity, Office of Performance Management ( OPM ), and Office of the Director. Among those, OPM will need the bulk of your support. Business intelligence and data analytics for TPW leadership is one of OPM’s primary responsibilities. They also facilitate TPWStat, the executive reporting meeting for a monthly performance measure review among key TPW stakeholders and executives. As a partner with them in these activities, you will

    ● Manage the division’s data and technology projects
    ○ Identify needs, define scope, and prioritize work, from high-level projects to specific features
    ○ Ensure requirements and user stories are fully understood and that implementation plans match expectations
    ○ Actively monitor project risks and scope creep to spot potential problems and identify solutions
    ○ Communicate project status and strategic recommendations to collaborators and leadership

    ● Product manage Dash, TPW’s executive dashboard and departmental hub for data, dashboards, and maps
    ○ Build off of Dash’s existing product research and feature backlog to continually capture needs as user needs, organizational priorities, and available technologies evolve
    ○ Collaborate with the Apps, Dev, and Geo teams to build and extend the platform
    ○ Perform usability testing and iterate on the user interface design to improve ease of use, discoverability, and comprehension of TPW data
    ○ Elevate the visibility of Dash within the department to increase usage

    Lastly, you will be DTS’ resident communications expert and data storyteller. In this capacity, you will:
    ● Build and foster relationships with data SMEs across TPW and ensure they are aware of our tools, standards, and support resources
    ● Help develop and deploy TPW data visualization standards, including a branded PowerBI dashboard that employs best practices in legibility, accessibility, and user experience
    ● Collaborate with the Head of Product to produce the DTS newsletter and manage the DTS website
    ● Provide design, marketing, and copywriting support for DTS reports, presentations, and training materials

    Travel:

    If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

    $37.63 - $47.98

    Duties, Functions and Responsibilities

    Partner with decision makers, system owners and end users to define business, financial and operations requirements and systems goals. Lead requirements gathering sessions to elicit requirements, specifications, business processes and recommendations related to potential IT solutions. Create more complex models, use cases, process flows, specifications, diagrams and charts to provide direction to developers, designers, and vendors. Develop statement of work for use in requests for proposals. Evaluate compatibility and interoperability of commercial off-the-shelf or in-house technology systems. Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems. Perform cost-benefit and return-on-investment analyses to aid in making IT business decisions. Conduct research on software and hardware products and technology services to justify recommendations and to support purchasing efforts. Write and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in IT applications across the organization. Coordinate and perform tests, including end-user reviews, for modified and new systems, training and other post-implementation support.

    City Government
