Job Description and Duties

Under the general direction of the Chief of the Office of Transportation Technology Research, a Supervising Transportation Electrical Engineer, the Senior Transportation Electrical Engineer (Specialist) is responsible for providing technical assistance to internal and external customers who manage and operate modal and multimodal systems to improve safety, equity, and efficiency. Examples of modal systems range from Mass Transportation, Rail, Aeronautics, Pedestrian, Bicycle, and Walking. As a project manager, the incumbent ensures that assigned projects are completed within scope, cost, schedule, budgeted resources, and departmental standards and practices. In addition to contracted research, the incumbent may perform in-house evaluations of transportation technologies on state highways.

Eligibility for hire may be determined by your score on the Senior Transportation Electrical Engineer (Specialist) Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Position located in 1727 30th Street, Sacramento, CA 95816.

While at their base of operation, the incumbents will work from home or at a state facility in a climate-controlled office under artificial light. He or she may be required to travel in-state and possibly out-of-state. The incumbents may sometimes work outdoors in the field and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Academic coursework at the University level or equivalent training and experience in the areas of transportation and electrical engineering is required. Registration as a licensed Electrical Engineer in the state of California is also required.
• Strong knowledge of the principles and techniques of applied transportation research, including technology evaluations, feasibility analysis, experiment designs, and field testing. Knowledge and ability to manage and administer research contracts is required.
• Understanding of Highway Designs, maintenance, and Operations as well as Intelligent Transportation Systems (ITS), and Engineering Economics.
• Familiarity with the Department's mission, vision, values, and goals; transportation engineering principles, the Department's and the federal Department of Transportation's multi-modal transportation planning, programming, and new technology research, and development programs; contract administrations; technology transfers; and state and federal laws, regulations and policies regulating the activities of the Department, including TEA-21 and its successor.
