Job Description and Duties

The Housing and Community Development Representative II, is responsible for providing technical assistance, policy, analysis, and research on issues that impact housing, such as homelessness, land use and planning, public health, disaster preparedness and recovery, climate change, transportation, and housing for special needs populations based upon personal assignment. Incumbents work in a team environment and may provide guidance and direction as lead or mentor to other staff members.

Task responsibilities may include:

• Administer and advise on affordable housing funding programs (e.g., grants, loans)
• Provide technical assistance to local agencies and developers to facilitate affordable housing development on public land.
• Conduct qualitative and quantitative research to inform housing policy and program development.
• Develop programmatic and educational materials for external stakeholders.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

• Knowledge and experience in the production, preservation, or protection of affordable housing and strategies to prevent and address homelessness.
• Knowledge and experience in planning, public policy, public administration, or other housing & community development topics, or coursework in policy analysis, statistics, urban planning, real estate, or land use
• Experience analyzing and reporting on quantitative and qualitative data from multiple sources.
• Working knowledge of various software programs for purposes of data collection entry and analysis.
• Experience in providing written and verbal communications.
• Experience preparing, writing, editing, and/or presenting policy reports, memoranda, or analyses on complex, sensitive and/or controversial topics to internal or external stakeholders.
