    Position Information

    Sonoma Public Infrastructure (SPI) seeks an experienced property manager to join our team!

    Starting salary up to $61.36/hour ($128,065/year) and a competitive total compensation package!*

    About the Position

    Reporting directly to the Airport Manager, the Airport Property Manager supervises a team of professional and clerical staff. You will be assigned property management functions at the Charles M. Schulz - Sonoma County Airport , which include managing vendor and tenant relationships and acting as a liaison with multiple internal functional areas such as accounting, operations, and security as well as external stakeholders such as contractors and tenants.

    This position is primarily office-based but involves regular travel to various airport facilities for site inspections, tenant meetings and construction monitoring. This requires flexibility to occasionally work outside of normal office hours, especially during emergency situations or community outreach activities. Occasional outdoor work and participation in site meetings may be required during airport development, improvement projects, and outreach meetings.
    Responsibilities for this position include:

    • Managing the creation and negotiation of complex contracts, including Requests for Proposals/Qualifications/Interest (RFPs/RFQs/RFIs) for concessionaire contracts, revenue generation, and real estate parcel development
    • Drafting project scopes, negotiating contract terms, and ensuring compliance with relevant insurance requirements and federal, state, and local laws
    • Maintaining compliance with FAA regulations, overseeing real estate market analysis, and preparing reports to establish property values for Airport related commercial real estate
    • Overseeing tenant related construction projects by coordinating tenant construction processes, ensuring compliance with lease conditions
    • Monitoring financial accounts of tenants, concessionaires, and operators, including calculating rental rates based on the Consumer Price Index, negotiating payment schedules, and handling delinquent accounts
    • Preparing detailed financial reports for review by upper management
    • Drafting and presenting policies, contracts, and agenda items for approval by upper management and the Board of Supervisors, including handling complex legal documentation for facilitating long-term leases and the acquisition or disposition of County owned parcels
    In addition to a high level of professionalism, diplomacy, and tact, the ideal candidate for this position will possess:

    • At least two years of professional experience managing commercial real estate assets, including involvement in contract negotiations and the acquisition or disposition of properties
    • Advanced skills in financial analysis, specifically in calculating fair market rental rates, managing tenant accounts, and preparing financial forecasts for Airport property revenue and maximizing the rate of return are essential
    • Expertise in drafting and negotiating complex real estate agreements, including lease and concession agreements, licenses, and memorandums of understanding
    • Proficiency in industry standard software for property management, financial analysis, and contract management
    • Strong research and analytical skills to assess market trends and provide detailed reports on real estate, concessions, and rental rates
    • Exceptional communication and negotiations skills to engage with a diverse range of stakeholders
    • Excellent problem-solving and conflict resolution abilities
    About the Department The Sonoma County Public Infrastructure (SPI) Department leads the way to a safe and sustainable community by planning, building, managing, and maintaining Sonoma County's investment in quality services and infrastructure. Their Airport Division operates the Charles M. Schulz - Sonoma County Airport (STS), the only local commercial service airport that offers air service directly into the North Bay region. Supporting up to 21 flights per day, STS has facilities for airline passenger services, cargo, private and corporate flights, recreational aircraft, law enforcement, emergency medical service, search and rescue, firefighting aircraft, and pilot training.

    Sonoma Public Infrastructure is recruiting to fill an Airport Property Manager position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.     Minimum Qualifications

    Experience and Education: Any combination of work experience and education which would provide an opportunity to acquire the knowledge and abilities listed herein. Normally, this would include two years of professional experience in the leasing, management, acquisition, and/or disposition of commercial real estate assets and interests and coursework in real estate, business administration, public administration, economics, law, or a closely related field . A Bachelor's or Master's degree, or equivalent, in a related field is highly desirable.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

    Knowledge, Skills, and Abilities

    Considerable knowledge of: principles, practices, and techniques of property appraisal, acquisition, leasing, and disposition; negotiation techniques and strategies; state, federal, and local laws and regulations applicable to the acquisition, disposition, and leasing of real property assets and interests; principles and practices of project management; the principles of research methodology, data collection, and analysis; effective written and oral communications, including language mechanics, syntax, and English composition, modern office practices and procedures, including computers and related software.

    Working knowledge of: principles and practices of County policies and procedures related to procurement, contract development, and insurance; the appropriate forms and terminology used for real property transactions; local real estate and relocation service providers; statistical and financial analysis; presentation skills.

    Ability to: organize, plan, schedule, budget, and coordinate real estate projects; collect, interpret, and analyze data and make recommendations based on that analysis; plan, coordinate, initiate, and complete actions necessary to implement project plans; analyze situations and select appropriate course of action; act as a liaison between departmental clients and other parties such as property owners and contractors; develop and maintain effective working relationships with those encountered in the course of work; present detailed technical data clearly and concisely both orally and in writing.
