    CAREER DESCRIPTION

    PUBLIC INFORMATION AND AFFAIRS ADMINISTRATOR

    This position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment will establish an open eligible list that will be used to fill current and future Public Information and Affairs Administrator positions with Auditor-Controller. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.

    AUDITOR-CONTROLLER

    THE OPPORTUNITY
    The Public Information and Affairs Administrator will assist the Executive Unit of the County of Orange Auditor-Controller by providing strategic communications for external audiences, including media community partners and residents.

    The incumbent will report to the Chief of Staff to the Auditor-Controller and will serve as the department’s primary media contact. Primary responsibilities involve:
    • Managing external communication initiatives, including developing communication contact to the community in multiple languages, maintaining presentations given to community partners and building relationships with local media.
    • Supervising and developing direct reports and interns.
    • Overseeing Auditor-Controller’s social media accounts, developing strategies to inform audiences of the Auditor-Controller Department activities.
    • Helping maintain a consistent brand identify for Auditor-Controller Department and ensure adherence to branding guidelines.
    • Serving as a communications subject matter expert to guide Auditor-Controller staff in developing messaging and collateral materials such as flyers and brochures.
    • Developing relationships with community organizations and prepare outreach opportunities for the Auditor-Controller Department activities.
    • Creating communications plans for marketing campaigns, outreach events and special projects.
    • Maintaining internal communication with the entire Auditor-Controller staff through newsletters and distribution of County-Wide notices.
    • Assisting with implementing the department’s Public Record policy and procedures and facilitating staff training.
    • Supporting the coordination with executive management, agency unit managers, County Counsel and other County departments in gathering, evaluating and redacting (if necessary) and distributing responsive records.
    • Helping identifying triggering events requiring the imposition of a Legal Hold. Aiding the coordination with County Counsel to notify prior to issuing Legal Hold. Assisting with the management and implementation of the department’s procedures for preservation, collection, chain of custody, processing, review and production as it relates to Electronically Stored Information (ESI).
    • Supporting HR and OCIT/A-C IT on ESI related matters including collection, preservation, chain of custody and delivery of ESI.
    • Helping to oversee Communications Contracts and vendors, participating in the Procurement Process including reviewing invoices and obtaining project quotes and running an RFP when necessary.
    MINIMUM QUALLIFICATIONS & CORE COMPETENCIES:
    One (1) year of experience as a Public Information and Affairs Analyst or its equivalent with the County of Orange.

    Or

    Four (4) years of professional public information and affairs experience related to assignment.

    A Bachelor’s degree in communications, public relations, business administration, public administration, political science, or a related field may substitute for one (1) year of the required experience.

    A Master’s degree or higher in communications, public relations, business administration, public administration, political science, or a related field may substitute for two (2) years of the required experience.

    In addition, the successful candidate will also have experience and be knowledgeable in the following core competencies:

    SPECIAL QUALIFICATIONS
    Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references, and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.)

    RECRUITMENT PROCESS

    Eligible List

    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies
