This recruitment will establish an employment list to fill current and any future vacancies within the General Services Agency. The anticipated life of the employment list is six months. Typical Duties
Lead, analyze, evaluate, and complete regulatory compliance reporting requirements for a variety of intergovernmental programs, including: Air Quality and Vapor Intrusion, Community-Right-to-Know (CRTK), Discharge Prevention, Containment and Countermeasures (DPCC), Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Spill Prevention Control and Countermeasures (SPCC), Storm water Pollution Prevention Plan (SPPP), Water Pollution Control Act (WPCA), and OSHA Regulations; and other programs as identified; assist staff in the performance of the following services, including: Preparation and review of Health and Safety Plans, Lab data validation, Preparation of high quality reports and attachments; interpret applicable code, regulation, and/or ordinances sections; perform Quality Assurance reviews and approvals; inspect buildings and related structures and systems for code, regulation, and/or ordinance compliance; research codes, regulations and ordinances for applicability to specific circumstances and make recommendations; develop and present training materials on relevant regulatory topics; prepare accurate written reports, letters, documents, and instructions pertaining to regulatory compliance; maintain and update all system records and documentation; retrieve, manage, and complete service requests from the Facilities Department’s Electronic Maintenance Management System; use personal computer to record, update, and retrieve regulation information and in preparing various reports, tracking systems, and correspondence; review, comment, analyze, and notify appropriate personnel of new proposed regulations and legislation affecting division operations; ensure the division’s safety and regulatory goals are carried out; keep records and write reports; conduct field inspections to ascertain conformance to City, State, County codes, ordinances, and regulatory agencies; determine code violations, prepare required documentation and confer with County management and other agencies to monitor code compliance activities; prepare and maintain a variety of records, reports, and correspondence related to inspection and enforcement activities; explain code requirements and violations or potential violations; ensure code compliance; maintain a variety of logs and records; attend meetings and training to stay current in the field of regulatory compliance. Minimum Qualifications
Education: Equivalent to completion of the twelfth (12th) grade, preferably supplemented by training in plant / building operations as they apply to regulatory compliance or completion of an approved apprenticeship or recognized technical course in one of the building trades or technical or college level courses pertaining to engineering, architecture, or construction.
Experience: Two (2) years increasingly responsible experience in regulatory compliance which would include working in compliance with uniform building codes, regulatory ordinances and regulations with inspection experience performing field or office work pertaining to identification and enforcement of codes, regulations, or ordinances.
Knowledge of: Materials, equipment and operations of buildings and facilities; math to work with percentages, decimals and moderately complex design formulas, and to determine code, regulation or ordinance violations; uniform Building, Plumbing, Mechanical and National Electric Codes; environmental and Energy regulations pertaining to buildings and facilities; methods and practices of building inspection and field investigations.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read and understand blueprints, maps, drawings, specifications, grades and regulations related to buildings and facilities; follow oral and written directions; make written reports and keep accurate and complete records in an electronic format; develop recommendations for system and control improvement where applicable; retain and recall technical information; explain technical terms and concepts to others; plan and organize work; interpret structural and system designs; identify construction materials; use measuring devices; observe safe work practices; crawl through attics and under floors, climb ladders and scaffolds, and walk on roofs.
License or Certificate: Must have and maintain an appropriate, valid Class “C” California driver’s license.
OTHER NECESSARY REQUIREMENTS:
Conditions of Employment: Candidates selected will be required to pass a pre-employment drug and alcohol screening; for some classifications, a physical exam will be conducted to ensure the applicant’s fitness for duty; applicants must undergo a law enforcement background investigation and receive security clearance from Tulare County Sheriff’s Department and maintain that clearance for the duration of employment.

Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
