    THE POSITION
    This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

    The Vallejo Fire Department is seeking a highly qualified candidate for the position of Fire Prevention Inspector (Non-Sworn). The incumbent in this position will be a collaborative member of the Fire Department's Prevention Division and will be responsible for conducting technical fire inspections, providing fire education to the public, and performing investigative work to ensure compliance with laws, ordinances and regulations pertaining to the prevention and control of fires.

    THE DEPARTMENT
    The Vallejo Fire Department consists of 99 employees, who are staffed between Administration, Suppression, Training, and Fire Prevention divisions. The Department averages over 18,500 calls per year and boasts two of the more active engine companies in the state.

    Fire Suppression Division
    Fire Suppression consists of 77 Firefighter-Paramedics, Engineers, Captains, and Battalion Chiefs. The staff are spread across three different shifts and seven stations to ensure City coverage to citizens 24 hours a day, 7 days a week. Each shift is led by a Battalion Chief.

    Training Division
    The Training Division is responsible for providing continuous training and education to internal members; overseeing the Department's three-year Apprenticeship program, running the Apprentice Recruit Academy, and managing the Emergency Medical Services (EMS) section. Training staff consists of one Battalion Chief and one Fire Captain.

    Fire Prevention Division
    The Fire Prevention Division is responsible for safety inspections, plan checks and permitting, fire reports and investigations, weed abatement, and public education and outreach. The Fire Prevention division consists of a Prevention Manager, two Fire Inspectors, and one Secretary.

    SUPERVISION RECEIVED AND EXERCISED
    Fire Inspector personnel work under general supervision from the Fire Prevention Manager; responsibilities may include providing functional or technical assistance to sworn and non-sworn personnel in areas related to fire prevention, public fire education and fire investigation activities.

    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Interpret and enforce provisions of fire prevention, hazardous materials and fire safety laws, ordinances and other regulations;
    • Interpret building plans and consult with building owners and builders when required;
    • Conduct routine technical construction inspections;
    • Research problems, analyze various approaches and recommend solutions;
    • Prepare and maintain records and reports;
    • Perform periodic and follow-up inspections of new and existing buildings, structures and installations requiring Fire Department clearances;
    • Issue permits for public assemblies and all occupancies listed in the City of Vallejo fire prevention fees schedule; conduct hazardous materials inspections, issue hazardous materials permits and research technical resources concerning hazardous materials;
    • Investigate causes of fire, seeking assistance from the Fire Prevention Manager, contract Fire Investigator, or the Fire Marshal for those incidents appearing incendiary in nature, involving fraud, or injury to a civilian or Firefighter;
    • And collect, prepare and present evidence in court when required;
    • Investigate complaints pertaining to violation of fire prevention laws;
    • Issue corrective orders and citations;
    • Provide assistance with the weed abatement program as needed;
    • Develop and coordinate fire prevention programs, such as false alarm billing, fire inspection reporting;
    • Conduct fire prevention and inspection training sessions for engine companies;
    • Perform follow-up inspections of company inspections when necessary;
    • Develop and conduct training programs and group presentations relative to fire prevention and fire investigation;
    • Represent the Department before citizens and groups;
    • Provide information to the public concerning fire prevention practices and procedures.

    KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

    QUALIFICATIONS:

    Knowledge of:

    • Principles, practices and techniques of fire prevention;

    • Federal, state and local fire prevention codes and ordinances;

    • Principles and operations of automatic fire detection and suppression equipment.


    Ability to:

    • Apply technical knowledge, follow proper inspection techniques, and detect deviations from plans, regulations, and standard safety practices;

    • Perform fire prevention inspection for a variety of buildings, structures, and installations; learn arrest, search and seizure procedures;

    • Principles and techniques of building inspection work;

    • Learn practices, procedures and equipment used in fire investigations, including the ability to recognize and collect evidence;

    • Enforce a variety of codes, ordinances, and regulations pertaining to fire prevention and hazardous materials with firmness and tact;

    • Read and interpret building plans;

    • Maintain good customer service practices and cooperative relations with builders, contractors, businesses and the public;

    • Interpret and enforce federal, state and local fire prevention and hazardous materials codes and ordinances;

    • Identify fire hazards and recommend corrective actions;

    • Learn to identify types and determine causes of fires;

    • Recognize, identify, and preserve evidence; effectively interview witnesses and suspects;

    • Work effectively without close supervision;

    • Comprehend and make inferences from written material;

    • Communicate effectively orally and in writing;

    • Prepare and maintain a variety of records and reports;

    • Participate in structured classroom lecture as both student and instructor;

    • Make effective presentations in front of groups;

    • Develop and conduct fire prevention and fire investigation activities.

    Experience and Training Guidelines :

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience - Sufficient fire prevention experience to demonstrate possession of the knowledge and abilities listed above.

    Education - Equivalent to completion of a certificate program in Fire Technology or Fire Science from an accredited college; or completion of California State Board of Fire Services accredited courses Fire Prevention 1A, and 1B.

    The following education is highly desirable: Fire Prevention 1C, and Fire Investigation 1A and 1B. Completion of an Associate of Arts Degree in Fire Technology or Fire Science and California State Board of Fire Services accredited courses Fire Instructor 1A and 1B, Fire Prevention 2A, 2B and 2C, and Public Education 1A are also highly desirable.

    Must successfully complete the California State Board of Fire Services accredited courses Fire Investigation 1A and 1B and a POST certified PC 832 course prior to completion of the probationary period.

    License or Certificate

    This classification requires the use of a personal or City vehicle while conducting City business. Individuals must be physically capable of operating the vehicle in a safe manner, including during emergency operation and response, and must possess and maintain a valid California Class C motor vehicle operator's license.

    SUPPLEMENTAL INFORMATION
    Working Conditions
    Office and inspection site environment; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas.

    The Recruitment & Selection Process

    2. Applications will be screened for overall qualifications the week of November 4, 2024.

    3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of November 12, 2024. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

    4. Oral Panel Interviews are tentatively scheduled to take place the week of December 2, 2024. Oral Panel Interviews are weighted at 100% of the candidates' score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

    The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

    5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
