    Salary range: $54,525 - $72,682

    General Description and Classification Standards The Employee Relations Manager is responsible for managing a range of activities related to providing advice and consultation to the HR business partners and operating units in the areas of labor and employee relations, including matters related to performance management, corrective action and or discipline; contract and policy interpretation and compliance; compliance with applicable employment and labor laws and City Code; principles of sound personnel management; and the grievance and complaint resolution procedures. This position requires a high level of discretion, confidentiality and professionalism. The incumbent must be able to work as part of a team; analyze and develop solutions to complex issues; have the ability to develop productive and respectful interpersonal relationships; possess excellent verbal and written communication skills; be customer service oriented; and have the ability to handle multiple priorities. Supervision Received Under the leadership of the Human Resources Director.

    Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Works with HR partners, managers and employees to diagnose and resolve employee issues in a manner consistent with policies, City Code, and state and federal law; conducts investigations, report findings, counsels HR and management partners on subsequent actions. Supports the Director of Human Resources in advising managers and HR partners on the administration of MOUs with unions, and actively participates in maintaining a positive and collaborative relationship with unions. Serves as an impartial third-party to receive employee complaints and grievances outside the normal chain of command. Coordinates ethics hotline investigations and responds to EEOC charges; registering complaints; collecting information; conducting investigation as needed; preparing responses Collaborates proactively with HR partners to drive a positive employee relations climate at all City of Atlanta locations; identifies opportunities for improvement and partnering with HR partners in the implementation of improvements. Develops and delivers training on a range of topics in support of Employee Relations and Diversity and Inclusion programs-discrimination/harassment prevention; performance management; communication; conflict resolution; and other modules geared toward proactively improving relationships between employees. Decision Making Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies. May interpret organizational policies and recommend exceptions. Coaches and mentors’ staff to ensure engagement and productivity levels are maintained; provides regular, ongoing, and consistent feedback and communication. COMPETENCIES 1.     TYPICAL QUALIFICATIONS Bachelor’s Degree or equivalent in Business, Human Resources or related field. Two to five years of demonstrated experience providing consultation to managers and/or supervisors on appropriate interpretation of organizational policy and procedures in the area of employee/management relations, e.g., progressive discipline, Equal Employment Opportunity, Family and Medical Leave Act, and Americans with Disabilities Act; or any equivalent combination of education, training, and experience which provides the requisite

    Knowledge, Skills and Abilities for this job. Ability to work with HR Business Partners in a collaborative, team-oriented model. Ability to conduct investigations involving employee misconduct; employee complaints; and grievances and labor issues. Ability to analyze facts and prepare clear, concise and accurate reports. Demonstrated in-depth knowledge of laws, statutes and regulations relevant to the effect handling of complex employment issues; knowledge of City Code and associated policies and practices. Effective analytical, problem resolution, influencing, critical thinking and decision-making skills. Demonstrated written and verbal communication skills.
