    Job Description

    JOB SUMMARY:
    The Director - Contracting is responsible for the contract solicitation and administration function to include professional services, consulting, discretionary, and construction contracts, letters of engagement, and memorandums of agreements. This position is responsible for contract procurement and administration in compliance with SAWS policies and procedures, federal/state laws, and the other regulatory requirements.

    ESSENTIAL FUNCTIONS:
    • Directs, develops and implements procedures to manage the solicitation and selection process, the review of price proposals, preparation and execution of contracts, administration of contracts, and termination and close out of contracts.
    • Directs, develops and implements policies and procedures for the contract compliance requirements that include Insurance Certificate monitoring, Certified Payroll reviews under applicable laws, and Small Business Opportunities Program (SBOP) Sub-contractor utilizations.
    • Provides oversight and direction over the Small Business Opportunities Program (SBOP).
    • Provides oversight and direction over the Construction Payment function that includes the review, validation, and approval of monthly construction contractor’s payment applications and contractor change order requests in compliance with contract requirements and develops and maintains related policies and procedures.
    • Provides oversight, mediates, and resolves contract issues/disputes/claims with governmental agencies, contractors, and SAWS personnel ensuring compliance with the various contract provisions.
    • Applies and interprets contracting principles, practices, laws, and procedures in accordance with federal/state laws, attorney general opinions, local ordinances, and Board Policy.
    • Performs as the system’s signatory authority on contractual documents delegated by the President/CEO.
    • Forecasts, allocates, and monitors the human, physical and financial resources for the department.
    • Supervises, selects, develops, trains, determines compensation, and evaluates personnel.
    • Applies and interprets business management and accounting principles and practices.
    • Develops measures to analyze and improve department’s overall efficiency.
    • Performs other duties as assigned.

    DECISION MAKING:
    • Receives limited supervision/guidance. Work is performed using discretion and latitude in interpreting policies and procedures governing the job; assignments are given with broad objectives and freedom to decide on process.
    • Signature Authority for Board Approved contracts for all Professional Service Contracts and Construction contracts up to $10,000,000. Signature Authority for all contract amendments, informal construction contracts up to $50,000, and emergency contracts up to $3,000,000.
    • Exercises full supervisory responsibility. Recommends firing/hiring, schedules work, disciplines, develops and trains.
    • Exercises individual initiative in planning/performing work for months at a time.
    • Supervises staff of 20 to 25 employees which includes Corporate Records, Contract Administration, Construction Contract Administration, and the Small Business Opportunities Program.

    MINIMUM REQUIREMENTS:
    • Bachelor’s Degree in Business Administration, Purchasing, Contracting, Public Administration, Economics, or related field from an institution accredited by a recognized accrediting agency.
    • Eight years’ experience in contract administration, and/or purchasing including five years’ experience supervising personnel.
    • Proficient in the use of word processing, spreadsheet, database, and presentation software.

    PREFERRED QUALIFICATIONS:
    • Knowledge of management principles/practices, accounting principles/practices, human resources principles/practices, and general business operation.
    • Master’s Degree in related field from an institution accredited by a recognized accrediting agency.
    • Knowledge of the Texas Public Information Act and Records Management Act.
    • Knowledge of Construction Contract Administration to include construction payments, change order processes, and the project close out process.
    • Valid Class “C” Texas Driver’s License.

    JOB DIMENSIONS
    • Frequent contact with internal/external customers, government agencies, executive management, outside vendors/consultants, attorneys, and Board of Trustees.
    • Works necessary hours as required to insure job responsibilities are accomplished.
    • Is involved in the procurement and contract administration of construction and professional services contracts in the amount of $240,000,000.00.
