    OVERVIEW

    Depending on the qualifications successful candidates may be able to be hired into an

    Engineer 1 position or an Engineer 2 position.

    Engineer 1 - Position Information $33.85- $47.84 (Non-exempt/overtime eligible)
    Performs professional office and field land surveying activities requiring the application of surveying principles and practices for Public Works road, bridge, and capital projects. Duties involve professional and technical complex work in preparing and reviewing surveys, plats, section subdivisions, right of way plans, Records of Survey, and property descriptions for parcel boundaries, rights of way, road vacations, easements, annexations, extensive title research of recorded and unrecorded historical documents, as well as other county projects.

    Work assignments are received with general and limited technical instruction and require considerable independence in the selection of courses of action and resolution of complex or unique problems within the framework of accepted surveying and departmental policies, procedures, and applicable regulations. Work is reviewed by the County Surveyor for effective management through conferences, reports, and successful project completion.

    Please note: If hired as an Engineer 1 the opportunity to automatically progress into an Engineer 2 is upon receipt of their Professional Land Surveyor or Professional Engineering (PE) License.

    Engineer 2 - Position Information $78,287.04-$110,617.56 (Exempt)

    Candidates that meet the requirement of the Engineer 2 may be hired directly into an Engineer 2 position.     QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    Engineer 1 - Required Education and Experience
    • Equivalent four years related engineering* experience working under the direct supervision of a licensed Professional Land Surveyor (PLS) or Professional Engineer (PE), or
    • Bachelor's Degree in Land Surveying, Civil Engineering field obtained by June 30, 2024 ; or
    • Registered as an Land Surveyor in Training (LSIT) OR Engineer in Training (EIT)*.

    Driving Requirements
    • The successful candidate must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful candidate must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
      • Category 1: Driver operates County-owned vehicle.
      • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

    Required Licenses, Certificates, Examinations/Tests and Other Requirements

    Prior to employment, the successful candidates must:
    • Submit official transcripts from an accredited college or university accredited by an agency recognized by the US Department of Education, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
    • Authorize and complete a criminal background check and driving record review. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
    • Provide references that demonstrate reliability, a good attendance record and a positive work ethic/attitude.

    Required Knowledge, Skills and Abilities

    • Knowledge of engineering and surveying theories, principles and practices including specific principles of assigned programs.
    • Knowledge of federal, state and local laws, standards and regulations governing engineering projects.
    • Knowledge of construction design, management, and principles
    • Knowledge of common materials used in engineering projects.
    • Knowledge of project management principles.
    • Skilled in land surveying, construction staking, calculations, geodetic, and cadastral surveying. Experience with Civil 3D, Carlson, and point cloud survey software.
    • Skilled in conflict-resolution and ability to problem-solve.
    • Skilled in planning and scheduling skills
    • Skilled in technical writing
    • Skilled in mechanical and spatial reasoning
    • Skilled in data collection, problem solving and analytical skills.
    • Ability to create, read and interpret engineering plans, maps, schematics, and specifications.
    • Ability to inspect projects for compliance with rules and regulations.
    • Ability to perform complex mathematical calculations.
    • Ability to utilize computers and related software applications.
    • Ability to establish and maintain effective interpersonal relationships at all organizational levels and with the public.
    • Ability to report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an "Essential Employee" under the Public Works Inclement Weather/Emergency Response policy.
    • Ability to establish and maintain effective working relationships with consultants, other agencies, public, and other departments.
    • Ability to physically perform the essential functions of the position.

    Working Conditions/Physical Activities

    Positions in this class typically require:
    • Work is performed in both office and field environments.
    • Exposure to a variety of weather conditions may occur during driving or conducting field inspections.
    • May be exposed to physical hazards.
    • Substantial telephone and in-person contact with the public, consulting engineers, contractors or other government agencies and County departments.
    • Bending, stooping, reaching (over shoulders, at waist and below waist), extensive walking, standing, adequate vision to operate equipment, inspect construction, etc. and establish traffic control.
    • Exertion of force of up to 30 lbs. occasionally, and/or up to 20 pounds frequently, and/or up to 10 pounds continually to lift/carry/move objects and to operate a variety of equipment.
    • Occasionally walk outside on uneven ground and traverse, rough terrain.
    • Exposed to other physical hazards out in the field.
    • Exposed to potentially hazardous conditions when dealing with disgruntled or hostile individuals.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    Engineer 1 - Essential Job Functions:
    • Calculates, analyzes, and reviews field data and prepares section subdivisions accordance to surveying principles, practices, state and federal regulations and guidelines.
    • Prepares and reviews calculations and property descriptions for construction projects, right-of-way Right of Way plans, Record of Surveys, and boundary surveys for Public Works capital projects (roads, stormwater, and sewer), and for other county departments, including the Parks Department and the Commissioner’s Office.
      Examine and interpret City/County annexation boundary changes and update county GIS databases.
    • Calculate, evaluate, and review field data to create topographic survey base maps using Civil 3D, Carlson, and point cloud software. Knowledge of creating surveying file templates, instructions, drafting standards, while preparing county surveying products.
    • Responds to research inquiries from the public, engineering firms, surveyors, title companies, inter-departmental, and other county departments. Research includes Public Works project files, Recorded documents (including Records of Surveys, Subdivisions, Deeds, and Conveyances), aerial photographs, historical survey documents and field books.

    Other Job Duties:
    • Perform other related duties as assigned.

      Verification Requirement
      Kitsap County requires verification of education, certification and/or experience. The following is a breakdown of the verification requirement:
      • A copy of the PLS or PE Certification; or
      • Certification and experience: A copy of the LSIT/EIT Certification and complete a verification form and submit it during the application process. The form includes verification of the work performed under the direct supervision of the Professional Engineer, Professional Engineer signature and PE stamp/seal or a copy of their current license; or
      • Education and experience: Official Transcripts from an ABET Accredited School of Engineering and complete a verification form and submit it during the application process. The form includes verification of the work performed under the direct supervision of the Professional Engineer, Professional Engineer signature and PE stamp/seal or a copy of their current license.
    *The verification form will be provided to applicants after they have successfully passed the interview process.

    10% INCENTIVE PAY & 1 YEAR VACATION ACCRUALS ADVANCED!
    • Ten percent (10%) signing incentive payments will be provided in consideration for the candidate’s agreement to remain employed with the County for a minimum of two years.
    • Advancements equal to 12 months accrual of vacation leave or general leave for immediate use by candidates who accept these positions. Additional vacation/general leave hours will accrue beginning the 13th month of employment. All other provisions of the Personnel Manual regarding vacation/general leave will apply.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
