    JOB SUMMARY
    The Project Controls Manager is responsible for leading the Project Controls team in the development of the 5-Year Capital Improvement Program (CIP) budget, maintenance of Engineering and Construction project schedules, management of project scope, tracking and reporting of assets and projects for the Consent Decree, and development of tracking tools for the Engineering and Construction Group. There is a significant amount of coordination between various groups regarding scope, schedule, and budget that require managerial oversight.

    ESSENTIAL FUNCTIONS
    • Leads the Project Controls team in the development of the 5-Year Capital Improvement Program (CIP) budget.
    • Monitors and maintains Engineering and Construction project schedules in adherence to annual CIP commitments.
    • Monitors project scope, budget, and schedule through the life cycle of the project.
    • Ensures projects are funded.
    • Reviews project schedules and opinions of probable construction costs (OPCCs) for projects.
    • Participates in review workshops, construction progress meetings, and pre-construction meetings, as needed.
    • Tracks and reports assets and projects for the Consent Decree, non-revenue water, wastewater facilities master plan, and the potable water infrastructure plan
    • Develops tracking and monitoring tools for the Engineering and Construction group in support of project implementation activities.
    • Coordinates with project teams and departments to ensure accurate reporting.
    • Reports progress on projects to group managers, directors, and the vice president.
    • Serves as liaison with finance during the annual budget planning cycle.
    • Implements best practices for project controls and monitors implementation across the group.
    • Identifies trends and opportunities for improvement related to change management for projects.
    • Monitors response times for RFIs, submittals, RFPs, and Change Orders.
    • Monitors timely closure of professional services and construction contracts for projects.
    • Prepares and presents on relevant topics to leadership, members of the executive team, and the SAWS Board.
    • Supervises staff, prioritizes tasks and activities, hires, and monitors workload.
    • Coordinates with team members and other ENCR departments and Groups across SAWS, as needed.
    • Stays up to date related to local, regional, and national industry trends related to the water and wastewater industry, including construction, design, alternative delivery, cost estimating, scheduling, contractor and subcontractor availability, and labor and materials shortages.

    DECISION MAKING
    • Reports to the Department Senior Director or designated person in charge and works under limited supervision.
    • Directs/supervises the work of 5 - 20 employees.

    MINIMUM REQUIREMENTS
    • Bachelor's Degree in Business Management, Construction Management, Civil or Mechanical Engineering, or related field from an institution accredited by a recognized accrediting agency.
    • Six years of construction management in water, wastewater, and/or reuse water utilities experience including three years of experience in supervising personnel.
    • Valid Class "C" Texas Driver's License.

    PREFERRED QUALIFICATIONS
    • Master's Degree in Engineering, Construction Management, Business or Public Administration or related field from an institution accredited by a recognized accrediting agency.
    • Certified Public Manager Certification.

    JOB DIMENSIONS
    • Regular contact with internal and external customers, consultants, governmental agencies, and contractors.
    • Communicates effectively, verbally and in writing.
    • Proficient in word processing, spreadsheet, database, presentation, project management and scheduling software.
    • Knowledge of business functional processes including negotiating contracts and writing RFPs/RFIs.
    • Knowledge of general contracting processes.
    • Knowledge of change order process/management negotiations.
    • Knowledge of evaluating/reviewing schedules.
    • Ability to evaluate cost proposals/material cost as it relates to change orders.
    • Ability to communicate clearly and effectively, both verbally and in writing.
    • Ability to analyze project requisitions and commitments.
    • Ability to analyze risk and prepare risk assessments.
    • Ability to develop and implement procedures for construction management and administration in compliance with company policy.
    • Ability to maintain effective working relationships with internal and external customers.
    • Ability to interpret and properly apply all applicable regulations.
    • Ability to work hours other than normal working hours.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Working conditions are primarily in an office environment and performs occasional to regular field visits with exposure to traffic, construction, rugged terrain, and hazardous environmental conditions. Operates a company vehicle on an occasional to frequent basis.
