    Regional Government services is seeking to fill one vacancy. The selected candidate must have significant experience assisting with managing community economic development projects in public sector agencies.

    Join the Regional Government Service (RGS) Economic Development Team and help us build and deliver exciting programs that improve the economic vialbility of our clients communities.

    The RGS Economic Development team works to support our clients in projects related to community economic development. Many of these projects are non- traditional. The team assists with strategy and projects to attract, retain, and expand businesses within our clients community. We provide support services and assist in initiating programs that strengthen client communities’ financial base and provide quality jobs for residents.

    Our team members serve as a liaison and ombudsman to the community-wide economic development programs, as well as providing professional assistance such as marketing, financing, negotiating, analyzing sites, and recruiting.


    Enjoy flexible hours and work from your home office. The position is expected to function as a quasi-consultant role with a varied hourly work schedule. Most of our client work is in California, the Advisor may be located in any state as long as the applicant is available to attend occasional in-person and regular remote meetings in the Pacific Standard Time zone. W eekly hours can range up to 20 hours per week depending on both the Advisor and project availability.

    In order to provide this expertise, RGS has developed a highly flexible and adaptive team environment and work culture. We utilize technology to support a remote workforce of approximately 200 Advisors. Our Advisors are trained and experienced public-sector professionals from a variety of relevant disciplines. We combine the strength of each Advisor’s unique experiences, perspectives, and skills through teaming, leveraging their combined talents to benefit our partner agencies.

    The Ideal Candidate will:

    • Have demonstrated experience in developing project and grant budgets.
    • Effectively and professionally communicate in writing, prepare agendas, staff reports, and policy documents.
    • Have knowledge of risk management and be familiar with methods to manage and mitigate those risks.
    • Possess a high level of comfort and competence with various technology and applications used in to work remotely including standard office applications.
    • Have experience using a variety of software and database tools.

    Typical Qualifications

    Education and Experience:

    Any combination of experience, training, and formal education that could likely provide the required knowledge and abilities would qualify.

    A typical path to demonstrate the skills and knowledge we need might include:

    Education: Bachelor’s degree in business, public administration or a closely related field.

    Experience: Five years of progressively responsible public sector project management experience related to economic development programs

    Knowledge of:
    • Contemporary marketing practices, including incentives and current online marketing, such as search engine optimization, advertising, analytics, and social media
    • Principles and practices of demographic research and analysis
    • Principles and practices of writing grant proposals
    • Principles of municipal budget administration
    • Principles of public and private financing.
    • Principles, practices, and issues of economic development, including business attraction, expansion, facilities operation, and retention
    • Promotional events planning
    • Public relations techniques
    • Real estate development
    • Techniques of program management
    • Tourism
    Ability to:
    • Provide exceptional customer service practices to others
    • Communicate effectively in English, both orally and in writing including editing techniques to reach a variety of audiences
    • Conduct complex research
    • Create and make effective presentations to prospective tenants, businesses, and groups

    Appraisal Process - (Pass/Fail)

    Remote Screen Interview Exam - (100%) Candidates who pass the application assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled to take place late October early November 2024.

    OUR HISTORY

    Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges:

    1. Decreasing revenues
    2. Increasing demands (and costs) for services, and
    3. Loss of experienced staff.

    Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party.

    WHO WE ARE

    Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agenciesIn November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website.

    RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed.

    Regional Government Services Authority was formed under Section 6500, for the purpose of providing local governments with administrative, staffing and advisory services.  RGS has now served over 300 cities, special districts, joint powers authorities and other local governments and non-profits that support local governments.
