The Tulare County Health & Human Services Agency (HHSA) is currently recruiting foranHHS County Health Officer (Public Health Officer). This position is responsible for planning, coordinating, and implementing Public Health programs to promote, preserve, and protect the community’s health. The HHS County Health Officer is an at-will position, reporting to HHSA’s Director of Public Health. This position is appointed by the Board of Supervisors to represent and serve the public health interests of the community.

    The HHS County Health Officerwill direct, develop, plan, implement, coordinate, monitor, and evaluate public health programs’ medical aspects within local, state, and federal regulations. Responsibilities also include providing medical oversight and enforcement of public health services and programs and providing primary and public health care medical services. The successful candidate must have an understanding of diverse community needs, especially for unserved and underserved groups. The ideal candidate is expected to be thoroughly familiar with the purpose, scope, and objectives of public health as defined by local, state, and federal regulations. The Public Health Officer works closely with other divisions within the Health & Human Services Agency, assuring the availability of quality health services, advancing health equity, and providing effective leadership in developing public health policies. On occasion, the incumbent may be requested to attend and present education and guidance during Board of Supervisor meetings.

    Typical Duties

    Key Responsibilities
    • Implement public health policies and procedures for the County’s health care system.
    • Establish and maintain cooperative working relationships with medical society, federal, state, and local agencies, and community groups to meet current health care needs.
    • Evaluate and recommend revision to medical service programs to HHS Branch and Agency Directors.
    • Consult with physicians to diagnose and investigate suspected communicable diseases and investigate diseases and disorders to provide patients with treatment plans.
    • Provide guidance, consultation, and policy direction in a medical capacity to physicians, health care providers, hospitals, skilled nursing facilities, laboratories, schools, the public, occupational settings, and other health facilities to diagnose, mitigate, and prevent communicable and infectious diseases.
    • Provide direction on the enforcement of public health laws and regulations.
    • Represent the County in meetings, commissions, committees, community and regulatory agencies, and other public groups; discuss and facilitate health issues with community members and groups.


    Minimum Qualifications

    Required Qualifications

    Candidates must meet the qualifications listed below by the application deadline .
    • Graduation from an accredited and recognized or approved medical school.
    • Four years of experience in preventive, and primary care clinic work or practicing medicine.
    • Out-of-state candidates may qualify for this position if they have a Medical License from another state. Candidates must obtain a valid license to practice medicine in the state of California within six (6) months of the date of hire.
    • Possession and maintenance of a valid license to practice medicine in the state of California.

    Desirable Qualifications

    Education:

    • Master’s degree in Public Health - with additional graduate coursework in Public Health, Epidemiology, Environmental Health, Maternal and Child Health, or a closely related field.


    Experience:
    • Two (2) years of supervision of other physicians.

    Special Requirements:

    • Eligibility to have hospital privileges as a physician.
    Conditions of Employment
    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
    • If in a driving position, candidates must be able to obtain and retain a valid California driver's license.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP). .

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance : $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
