    DEFINITION

    To assist with planning, organizing, directing, and managing the activities of the Countywide enterprise resource planning (ERP) system support division; to assist with coordinating the activities of the division with other County departments and divisions; and to provide highly complex staff assistance to assigned management staff.

    DISTINGUISHING CHARACTERISTICS

    This classification is a single position class that exercises full line and functional management responsibility for assigned employees within the enterprise resource planning (ERP) system support division. This position reports to the Enterprise Resource Planning Manager and assumes substantive and significant responsibility for the operations related to the enterprise resource planning system.

    This series is distinguished from other County class series by the combination of both application-specific functional knowledge and business process (operational) familiarity required to perform associated duties and is allocated exclusively to the ERP support division of the Auditor-Controller’s Office.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general direction from the Enterprise Resource Planning Manager and/or higher-level management staff.

    Exercises direct supervision over management, professional, technical, and clerical staff.

    EXAMPLES OF ESSENTIAL DUTIES

    • Plan, prioritize, assign, supervise, and review the work of Countywide ERP system support division staff; monitor workflow; evaluate work products, methods, and procedures.
    • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
    • Assist in evaluating operations and activities of the work unit; recommend improvements and modifications.
    • Assist in the development of ERP system support division goals and objectives; assist in the development and implementation of division policies and procedures.
    • Assist in establishing standards and procedures for optimum design, access, response, and expansion of the ERP system.
    • In the absence of the ERP Manager, assume the responsibilities of the ERP Manager as needed, including reviewing enhancement requests and priority, obtaining approvals for enhancement requests, approving ERP system modifications, etc.
    • Lead division coordination between department end-users, analysts, information technology staff, vendors, and other agencies related to the configuration, modification, implementation, and testing of system enhancements and updates; communicate project goals, objectives, impact, logistics, and issues with stakeholders.
    • Develop and/or participate in the development of requirements for system enhancements and updates; facilitate development of test scenarios, scripts, and acceptance criteria for the testing of approved changes to the ERP system.
    • Oversee the monitoring and auditing of data to ensure accurate transaction processing.
    • Participate on various committees and task forces related to the ERP system; coordinate communications and working relationships with internal customers, outside service providers, and other agencies.
    • Represent the division to special districts and other public and/or private organizations and agencies; participate in outside community and professional groups and committees; provide technical assistance as necessary.
    • Build and maintain positive working relationships with coworkers, other County employees, special districts, and the public using principles of effective customer service.
    • Perform related duties as assigned.


    MINIMUM QUALIFICATIONS

    It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

    Experience: Two (2) years of experience performing duties similar to a Senior ERP Analyst with Placer County.

    OR

    Four (4) years of increasingly responsible experience interpreting and analyzing information system requirements in a functional area served by an ERP system (e.g., financial, accounting, human resources, payroll, etc.), including two (2) years of supervisory responsibility.

    Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business administration, public administration, accounting, finance, human resources, computer science, information technology, or a related field.

    Note: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

    Required License or Certificate:

    • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.


    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:

    • ERP system functionality, enterprise architecture, and implementation processes.
    • Complex business processes and principles related to finance, accounting, budgeting, human resources, time entry, and/or payroll.
    • Principles and practices of implementing, maintaining, and improving Software as a Service (SaaS) and cloud-based applications.
    • Major business processes supported by ERP systems.
    • Application integration points between ERP system modules and other software applications and systems.
    • Data structures and relationships to other functions, including design, access, extraction, and security.
    • Governmental accounting and budgeting, governmental accounting and auditing standards, and generally accepted accounting principles.
    • Laws, rules, and regulations related to standard and accepted human resources and payroll practices.
    • Pertinent local, state, and federal rules, regulations, laws, and ordinances.
    • Principles of supervision, training, and performance evaluation.
    • Principles and practices of leadership, motivation, team building, and conflict resolution.
    • Principles of budget preparation and monitoring.
    • Principles and practices of policy development.
    • Principles and practices of organizational analysis and management.
    • Principles and methods of project management, change management, and the system development lifecycle.
    • Principles and practices of quality assurance and risk management.


    Ability to:

    • Plan, organize, manage, and direct ERP system activities.
    • Supervise, train, and evaluate assigned staff.
    • Analyze and recommend changes to County operations or procedures.
    • Research, compile, analyze, interpret, and disseminate information.
    • Analyze and prepare technical reports and presentations.
    • Read and interpret complex documents, legislation, and policies.
    • Analyze budget and technical reports; assist in the development and monitoring of an assigned program budget.
    • Analyze complex data, problems, or issues; identify discrepancies and alternative solutions; project consequences of proposed actions, draw logical and appropriate conclusions, justify recommendations, and implement recommendations in support of goals.
    • Provide expert instruction to functional analysts and end-users.
    • Maintain the confidentiality of information.
    • Negotiate agreement between differing individuals and groups; gain cooperation through discussion and persuasion.
    • Understand, interpret, and apply local, state, and federal laws, regulations, and pertinent department policies and procedures, including Civil Service rules.
    • Communicate clearly and concisely, both verbally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Work with various cultural and ethnic groups in a tactful and effective manner.


    SELECTION PROCEDURE

    Training & Experience Rating (100%)

    Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

    CONDITION OF EMPLOYMENT

    Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.
