    Description

    Supervises, coordinates, monitors, and ensures that day-to-day rail transit operations' service delivery requirements are met safely and efficiently.

    Examples of Duties

    Incumbents perform a combination of the following job duties depending on assignment:
    • Assigns work runs and documents daily activities and pay time of Train Operators, including general payroll activities (i.e., contractual pay entitlements, sick pay, and various adjustments) and verifies accuracy of data/information
    • Provides training and/or certification to Transportation personnel and fosters other employees in the operation and safety of trains and other rail vehicles
    • Observes station conditions and attempts to correct any conditions that may interfere with the efficient flow of customer traffic
    • Investigates rail accidents and incidents and records pertinent data on incident reports
    • Operates Rail Control Center equipment to monitor and direct the movement of trains on the lines and resolves operational problems through Supervisory Control and Data Acquisition (SCADA) systems
    • Directs Train Operators during emergencies, equipment breakdowns, and service delays
    • Coordinates with emergency response agencies/teams during accidents; conducts interviews with Operators and witnesses and documents accident reports
    • Represents the department and organization with outside agencies to provide quality rail service
    • Counsels Train Operators and prepares written documents concerning Operator performance
    • Communicates and interacts with management, police and fire personnel, municipal departments, and the general public
    • Performs various administrative and public relations assignments
    • Supervises subordinates
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
    • Coordinates and dispatches all rail operator assignments for revenue service, special events, and emergency responses
    • Maintains and optimizes rail service reliability and on-time performance, during normal service, planned special events and emergency operations, by responding and implementing failure management
    • Prioritizes reported problems in order of importance and severity and formulates, coordinates, and directs the appropriate course of remedial action
    • Responds to requests for assistance for disabled patrons and ensures transportation service in accordance with the Americans with Disabilities Act (ADA)
    • Performs customer and public relations duties
    • Operates non-revenue vehicles when patrolling assigned geographical areas to monitor and supervise Train Operators in the performance of their duties
    • Operates revenue vehicles in the yard, streets, highways, and during emergency situations
    • Cites Operators for rule and standard operating procedure violations
    • Counsels Train Operators and prepares written documents concerning Operators' performance
    • Trains personnel and enforces compliance with Metro policies, rules, and standard operating procedures, municipal, state, and federal rules and regulations pertaining to the legal and safe operation of revenue equipment
    • Develops detailed technical training and testing materials, lesson plans and training schedules using guidelines and requirements set forth by the California Public Utilities Commission (CPUC) and Federal Transit Administration (FTA)
    • Certifies training of operating personnel to ensure compliance with CPUC and FTA regulations
    • Provides direction to internal and external staff
    • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

    May be required to perform other related job duties

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • None Required; Associate's degree in a related field preferred

    Experience
    • Three years of relevant experience as full-time Bus Operator if assigned to Division Operations, Control Center, or Vehicle Operations or five years of relevant experience working as a full-time Bus Operator if assigned to Instruction
    • Time worked as a part-time Bus Operator may be substituted for full time experience at a 3/4 to 1 ratio

    Certifications/Licenses/Special Requirements
    • Must possess or be able to obtain a valid California Class BP Commercial Driver License with a passenger endorsement, Verification of Transit Training Certificate, and Medical Examiner's Certificate
    • Must successfully complete the Metro Rail Transit Operations Supervisor Certification Course during the probationary period
    • May be required to work irregular hours, nights, and weekends when necessary, and respond to emergencies on a 7-days a week, 24-hour basis
    • Must have normal color vision
    • Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations


    Essential Knowledge

    • Theories, principles, and practices of public transit rail operations
    • Rail system operating lines, routes, and fares
    • Transportation Department operating policies, procedures, and rules
    • Applicable local, state, and federal laws, rules, and regulations governing public transit rail systems
    • Federal Communications Commission and California Vehicle Code regulations
    • Operations of computerized communications systems
    • Principles of supervision
    • Supervisory Control and Data Acquisition (SCADA) systems


    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Planning, organizing, and monitoring the work of rail operations
    • Exercising sound judgment and creativity in making conclusions and recommendations
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro employees and outside representatives
    • Supervising subordinates
    • Applicable business software applications


    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Obtain and maintain certification for operating light or heavy rail trains
    • Operate radio communication systems, i.e., voice, radio, and computer-aided dispatch equipment
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
    • Operate a train, both light and heavy rail, for proficiency and training purposes and to transport passengers during emergencies, work stoppages, or as required
    • Supervises pre-pull out inspections of trains and track areas, as required
    • Travel to offsite locations within a reasonable timeframe
    • Read, write, speak, and understand English
