    LA County Library serves 3.4 million residents across 3,000 square miles through its 86 libraries, 4 Cultural Resource Centers, and mobile fleet of 15 vehicles, including 4 Bookmobiles, 6 MakMo's (maker mobiles), 3 Reading Machines (early literacy vehicles), and 2 mobile outreach vehicles.

    The Position:

    Has immediate charge of a Group IV level community library or performs specialized professional library work.

    Positions allocable to this class work under the technical and administrative supervision of a higher-level librarian or an Assistant Library Administrator, and are responsible for: 1) directing the operations of a Group IV level community library which includes the supervision of paraprofessional and clerical staff; or 2) the more difficult and specialized library assignments, including lead children's, adult services, Youth Services, Internet, specialized collection, or Technical Services functions. Incumbents in this class must demonstrate awareness of local community trends and issues impacting the Library, exercise judgment in performing assignments governed by well-defined standards; and exercise knowledge of the theories, principles, and techniques of librarianship. Incumbents must also possess specialized expertise in their particular area of assignment, be able to make presentations, provide individual and group instruction, and use current technology to perform librarian duties. Supervisory positions must also exercise knowledge of the principles of supervision, terms and conditions of applicable Memoranda of Understanding, and departmental policies, rules, library locations, and services. As essential functions of the position, incumbents may be required to bend, stoop, squat, twist, reach, work on irregular surfaces, lift objects of moderate weight, and stand or walk for long periods of time.

    In contrast to Librarian I, the Librarian II is expected to function more independently in terms of their ability to fully apply the principles of librarianship and the training received as a Librarian I. Incumbents better understand the public and technical aspects of professional library services and perform the full range of supervisory duties over paraprofessional and/or clerical staff as assigned.

    Essential Job Functions

    Essential duties include, but are not limited to:

    • Directs the operations of a Group IV level community library including the supervision of assigned library personnel; interprets library policies and procedures to staff and to customers; analyzes customer needs in order to provide responsive library services; serves as a liaison with local officials, groups, and agencies; coordinates the activities of volunteer groups; and maintains a safe, clean, and orderly facility.
    • Promotes library services in a community by answering the more complex reference questions; selecting and de-selecting books, periodicals, audio-visual and other materials for library collections; presenting book-talks; preparing bibliographies and special exhibits; contributing articles announcing library activities to community newspapers; and maintaining a government publications and/or other special collection.
    • Coordinates youth library programs and services by selecting and de-selecting juvenile books, audio-visual and other materials for library collections; and conducting reading programs and other library activities for young people; and preparing bibliographies and special exhibits.
    • Has primary responsibility for maintaining a continuing relationship with County/city officials, community organizations, schools and other agencies on all matters concerning library services; clarifies department policies and procedures and promotes good communications and a cooperative relationship between the community and Library.
    • Oversees a library resource collection such as historical, business, or health materials; selects and orders materials for specialized collection; plans and provides specialized reference services for customers throughout the library.
    • Assists in selecting and monitoring online communication tools to use as promotional tools for the Library; assists in selecting and deselecting Young Adult Services materials; creates booklists, bibliographies and other reader's advisory tools for the Internet/Intranet; assists in developing, implementing, evaluating and monitoring system-wide Young Adult programs and promotions, and trains Young Adult librarians in program development.
    • Assists in the review, evaluation, selection, and acquisition of library materials.
    • Catalogues and classifies the more difficult library materials; supervises and trains subordinate staff in specialized technical knowledge; and coordinates the input, modification and deletion of cataloging data to the library's catalogue.
    • Assists in maintaining the department's website and staff Intranet, updating content, images, and pages, and working with other Library units to maintain current information on the staff Intranet.
    • Develops strategies to market department programs and activities to the public and community. Promotes and maintains public relations for Library programs, services or activities, such as preparing articles announcing Library activities for community newspapers.
    • Conducts individual and conduct group instruction in the proper use of Library technology and resources, as needed.
    • Maintains records and prepares reports, as assigned.
    • Serves on committees to develop programs, policies, procedures, and training.
    • Acts in-charge of more than one community library as needed.


    Requirements

    MINIMUM REQUIREMENTS:
    • A Master of Library Science degree from an accredited college or university* - AND -
    • One year of experience at the level of Los Angeles County's class of Librarian I** performing professional library work.
    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS III - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of an oral interview, weighted 100% to assess Knowledge and Understanding of the Position, Interpersonal and Public Relations Effectiveness, Planning and Organizational Skills, Supervision, and Oral Communication.

    Candidates must meet the requirements and achieve a passing score of 70% or higher in the examination in order to be placed on the eligible register.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing grade on the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
    SPECIAL INFORMATION

    Vacancy Information: The resulting eligible register for this examination will be used to fill vacancies in LA County Library as they occur.

    Available Shift: Appointees will be required to work any shift, including evenings, nights, and weekends.
