    The Information Technology Department provides secure, reliable, and integrated technology solutions in alignment with the needs and goals throughout the City in a timely manner while delivering excellence in customer service. Within the department, the Infrastructure Services Division manages the City's server and storage platform, network infrastructure, VoIP system, desktops and laptops, emergency and non-emergency radios, the operating system for all hardware, desktop applications, and email in a manner that enables City Staff to effectively and efficiently support the City's operations.

    Under direction of a Principal Network & Systems Engineer or an Information Technology Manager, installs, maintains, monitors and supports various aspects of telecommunication technology that may include one or more citywide data center activities or systems of data, voice, radio video networks, and structured cabling systems; participates in or manages a part of IT infrastructure or system implementation projects; closely coordinates and works with system owners, end-users and project teams; executes the Information Technology Strategic Plan; and performs related work as required.

    DISTINGUISHING CHARACTERISTICS
    Network & Systems Engineer I is the entry-level classification for this job series. Initially, incumbents perform assigned duties under general supervision, while learning related standards, policies and procedures. Network & Systems Engineer I is distinguished from Network & Systems Engineer II by the performance of less than the full range of duties assigned to the Network & Systems Engineer II. As experience is gained, there is a greater independence of action within established guidelines.

    Network & Systems Engineer II is the next level classification in the series. Incumbents are expected to independently perform the full scope of duties associated with the design, selection, maintenance and implementation of telecommunications solutions and system administration. Network & Systems Engineer II is distinguished from the higher-level classification of Senior Network & Systems Engineer in that the Senior Network & Systems Engineer is the advanced journey level in the series responsible for more complex network infrastructures and system administration. Positions in this class are flexibly staffed and are normally filled by advancement from the Network & Systems Engineer I. Incumbents are not automatically promoted to the higher level; the needs of the department determine the level of assignment.

    The Network & Systems Engineer classification series has three distinct areas of focus and are assigned to the appropriate unit within the Infrastructure Services Division. A candidate must demonstrate the minimum qualifications with an emphasis in at least one of the areas of focus below:
    • Voice and Data Networking: Responsible for configuring and modifying the configuration of the City's voice and data networks to meet evolving and ongoing functional needs of City departments.
    • Telecommunications and Radio Networking: Responsible for configuring and modifying the configuration of the City's telecommunications and radio networks to meet evolving and ongoing functional needs of City departments.
    • Server / Storage / System Administration: Responsible for coding and developing interfaces to automate data exchange between related, but separate systems.


    Essential Job Functions

    (May include, but are not limited to, the following):

    NETWORK & SYSTEMS ENGINEER I:
    • Installs, configures, and maintains voice, data, radio and video equipment, and inventory.
    • Voice, data, radio and video network connection maintenance, moves, adds, and changes; Uninterruptible Power Supply (UPS) installation, configuration and maintenance; storage and server (virtual and physical) provisioning, power and cabling.
    • Performs routine and preventive maintenance tasks to ensure uninterrupted and optimum system performance. Troubleshoots voice, data, radio, video systems and cabling to determine cause(s) of failure and resolves problems including relocation of wiring infrastructure; ensures compliance with warranties and/or specifications.
    • Documents, configures, tests, and debugs infrastructure issues relating to: voice network, data network, radio network, video server or storage (physical and virtual).
    • Performs system administration and other recurring tasks, including server maintenance, system back-ups. Monitors appropriate usage and performance of systems in accordance with plans and standard guidelines and procedures.
    • Performs as a member of a team, answering questions, sharing expertise, and contributes to team effectiveness.
    • Performs responsibilities according to the IT Department's defined processes and procedures and Service Level Agreements (SLAs).
    • Performs project tasks and implements system upgrades.
    • Provides system support to users, and serves as a liaison to vendor technical staff.
    • Participates on special projects.

    NETWORK & SYSTEMS ENGINEER II:
    Above, plus the following:
    • Manages the City's structured cable plan; working closely with vendors to ensure complete and successful projects.
    • Assist in coordinating vendor resources within IT and other departments for operations and projects.
    • Develops requirements and debugs infrastructure issues relating to assigned area of ocus, i.e. voice network, data network, radio network, video server or storage (physical and virtual).
    • Performs system administration and other recurring tasks, including managing disk space, applying security updates/patches and other activities.
    • Provides technical consultation and assistance to users and other technical staff; monitors services provided by vendors and contractors.
    • Works with IT staff to research, develop, test, and implement new technologies and projects.
    • Monitors/safeguards security of data accordance to agency compliance, including executing Cybersecurity functions and resolving issues.
    • Assists with the development, coordination and scheduling of in-house technical training, end-user training and assists with the preparation and conducting of demonstrations or new systems (hardware, devices or connections).
    • Plans project tasks and implements system upgrades.
    • Sets timelines and expectations for tasks within project plans related to their subject-matter expertise.

    WORKING CONDITIONS
    Position requires prolonged sitting, standing, walking, reaching, twisting, bending, kneeling, crawling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement, fine motor coordination in performing computer installation and repair and preparing reports using a computer keyboard. Additionally, the position requires both near and far vision when repairing and installing computers, and color vision is required to accurately interpret visual displays and voice and data wiring color code standards. The nature of the work also requires the ability to climb ladders, drive motorized vehicles and work in small spaces. Acute hearing is required when communicating by telephone and in person. The need to lift, drag and push equipment materials weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

    Minimum Qualifications

    Network & Systems Engineer II:

    Education and Experience:

    The minimum qualifications for education and experience can be met in one of the following ways:
    • A Technology Certificate from an accredited college, university or trade school in information technology, computer and information research science, computer engineering, computer information systems, network architecture, network and computer systems administration, telecommunications administrations, electronic engineering technology, technology project management or closely related field AND three years of experience in any one of the focus areas; OR
    • An Associate's degree or completion of 60 semester or 90 quarter units at an accredited college or university in systems administration, network systems administration, business information systems, computer science, information technology or closely related field AND two years of experience in any one of the focus areas; OR
    • A Bachelor's degree or completion of 120 semester or 180 quarter units from an accredited college or university with concentration in computer science, computer engineering, information technology, engineering, or closely related field; AND one year of experience in any one of the focus areas; OR
    • One or more of the following certifications: Certified Data Cabling Installer (DCI) or Building Industry Consulting Service International Information Transport Systems (BICSI ITS) Technician Certification, Supporting Cisco Routing and Switching Network Devices (RSTECH), Network+, Microsoft Certified Solutions Expert (MCSE): Business Applications, MSCE: Cloud Platform and Infrastructure, MSCE: Data Management and Analytics, MSCE: Mobility, MSCE: Productivity, or Cisco Certified Network Associate (CCNA) certificate; AND four years of experience in any one of the focus areas.

    Network & Systems Engineer I:

    Knowledge of:
    • Voice, telecommunications, radio, and data network basic principles.
    • Structured cable plant standards including fiber optic interconnection and copper station cabling.
    • Connectivity and network design.
    • Office methods, procedures, software and equipment.
    • Working technical knowledge of current data, voice, radio, and video network hardware, protocols, and standards.
    • Basic cybersecurity principles.
    • Knowledge of applicable security and data privacy practices and laws.
    • Principles, practices, methods and techniques of providing customer service, training and providing technical and functional support to end users.
    • Methods and techniques of modern office business software programs, recordkeeping, report preparation, technical documentation and writing.
    • Knowledge of current server and storage products and technology, both virtual and physical
    • Applicable industry and safety codes and standards.
    • Principles of project management and task completion.
    • Methods and techniques of troubleshooting systems, connections and infrastructure issues.
    • Principles and practices of assuring data security.
    • Applicable industry and safety codes and standards.

    Ability to:
    • Provide excellent customer service.
    • Communicate effectively, both orally and in writing; translate between technical and non-technical terms.
    • Gather, document and implement requirements for new systems and system changes of varying scope and complexity.
    • Effectively organize, prioritize and complete work assignments within established deadlines.
    • Install, and support systems of data, voice, radio and video network infrastructures, and equipment.
    • Install and modify network subsystems and programs.
    • Analyze network/system problems using appropriate test structures and related diagnostics.
    • Translate user defined requirements into specifications and features.
    • Assist in alternative cost/benefit analysis for network enhancement or replacement..
    • Establish and maintain and promote positive and effective working relationships with employees, other agencies, public officials and the public.
    • Demonstrate initiative and exercise good judgment in the performance of duties.
    • Work independently and as a team member; recognize and set priorities and meet deadlines.
    • Work with vendors, ensuring the priorities of the City are met.
    • Multitask, recognize, set, and follow priorities to meet deadlines.
    • Respond to cybersecurity issues and remediate in a timely manner.
    • Serve as a client liaison to identify and define project requirements, scope and objectives.

    Network & Systems Engineer II:

    Knowledge of:

    • Intermediate skills in voice and data network design.
    • Intermediate skills in cybersecurity principles.
    • Intermediate skills in server and storage principles and practices.
    • Principles and practices of mentorship and effective working team environments.

    Ability to:
    Above, plus the following:
    • Analyze network traffic and performance parameters and make recommendations.
    • Analyze server and storage performance and make recommendations.
    • Provide recommendations on network or server/storage system hardware.
    • Provide recommendations on telecommunications or radio systems and/or hardware.
    • Analyze cybersecurity issues and remediate in a timely manner.
    • Assist and help guide a team or small-sized IT project.
    • Assist in evaluating new technologies that will lower cost or improve efficiencies; provide feedback to management on ways to improve efficiencies.
    • Lead staff or user training on technology solutions.
    • Prepare written reports, instructions, memos, alerts, knowledgebase or newsletter articles.
    • Determine needs for and/or develop administrative/operational policy proposals.
    • Develop and implement revisions to standard operating procedures to improve effectiveness and/or comply with technological changes as appropriate.

    Willingness to:
    • Provide emergency response to reduce downtime, correct errors or monitor vendor activity surrounding critical system failures, off-hours scheduled maintenance downtime or work on call on a scheduled and as needed basis.
    • Provide services in different geographical locations throughout the City as requested by users or needed.

    Licenses/Certificates:

    Possession and continued maintenance of a valid class C California driver's license and a safe driving record.

    DESIRABLE QUALIFICATIONS
    • Public sector employment or internship experience.
    • Network configuration or modification experience for academic or professional requirements.
    • Possession and maintenance of Certified Data Cabling Installer (DCI) or Building Industry Consulting Service International Information Transport Systems (BICSI ITS) Technician Certification.
    • Possession and maintenance of Supporting Cisco Routing and Switching Network Devices (RSTECH).
    • Possession and maintenance of Cisco Certified Network Associate (CCNA).

    EXAM PROCESS
    Applications will be competitively screened based on the minimum qualifications of this position.
    Based upon a review of the application materials, the most qualified candidates will be invited to participate in the oral examination process scheduled for Tuesday, November 12, 2024, and Wednesday, November 13, 2024. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).

    SELECTION PROCESS
    Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies.
    Top candidates on the eligibility list will be invited to participate in an in-person selection interview with the department tentatively scheduled on the week of November 18, 2024 .

    Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
